Business and Finance Officer II
- Summary
The professional Business and Finance Officer II position assists program staff to meet the fiscal monitoring and processing needs of contracts. The incumbent will be a fully proficient accountant and perform a variety of accounting functions including maintaining ledgers, preparing or reviewing initial entries, providing information for the budgeting process, preparing year-end accruals, reviewing grant billings, preparing fund-level reconciliations, assisting in federal, state, and local reporting, and interacting with customers and vendors to resolve complaints and concerns.
- Job Duties
- Coordinate, prepare and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and forecasting.
- Process revenue entries and provide detailed reconciliations and financial analysis.
- Monitor contracting agencies' financial performance by performing site visits to ensure compliance with grant/contract requirements, all applicable federal, state and county regulations, and Generally Accepted Accounting Principles (GAAP).
- Participate in the development of reports for financial monitoring of programs and contracts.
- Provide technical assistance training to internal and/or external customers as needed
- Assist with technical aspects of department budget development and financial monitoring
- Assist with department-wide financial management as needed.
- Produce ad hoc reports and analysis for budget development and financial monitoring
- Experience, Qualifications, Knowledge, Skills
- Knowledge and experience analyzing and developing a budget, finance, managerial and financial accounting
- Three years of comprehensive accounting experience
- Knowledge of analytical and management systems
- Knowledge of financial information systems
- Experience administering and monitoring grants and contracts, including contract fiscal tracking
- Knowledge and experience with GAAP
- Knowledge of federal, state and local audit requirements
- Knowledge of contract administration
- Excellent communication skills, both verbal and written
- Experience processing and reconciling complex financial transactions
- Intermediate/Advanced Microsoft Excel skills
- Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience
- Experience with Oracle/EBS, Hyperion, and Oracle reporting systems
- Knowledge of King County programs, funding sources, policies and requirements
- Knowledge of governmental accounting and finance

This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m.
Work Location:The primary work location of this position is in King County - Chinook Building, 401 5th Ave., Seattle, WA 98104.
Telecommuting
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
