The Department of Community and Human Services (DCHS) is seeking THREE skilled, knowledgeable, and highly motivated team players to serve as a Business and Finance Officer III (BFO III) within the department's Finance and Compliance Services (FACS) section. Two opportunities are with the Housing and Community Development Division and the third opportunity is with the Director's Office Fiscal team with revenue analysis and forecasting. This recruitment is to fill two Career Service positions and one Term-Limited Temporary (TLT) position. The Term-Limited Temporary position is anticipated to end July 2025. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).
The BFO III positions present a unique opportunity to individuals seeking to utilize and expand their leadership skills, provide data analysis and recommendations, and leverage partnerships to effectively manage financial resources and provide support to internal and external stakeholders.
Supporting the Housing and Community Development (HCD) Division - Two Career Service
These positions play an instrumental role in developing budget to actuals reports, coordinating financials with HCD program leads, processing accounting transactions, tracking and documenting financial decisions, and ad hoc analysis as necessary. These positions report directly to the BFO IV supporting Housing.
Supporting the Director's Office (DO) Division - One Term-Limited Temporary/Special Duty Assignment
The Revenue Analyst reports to the Budget and Reporting Manager in the Director's Office and will lead the monitoring of revenue received by the Department's Divisions. This includes various revenue sources from federal, state, and local contracts as well as tracking and reporting on revenue data and information. This position works closely with other units within the Director's Office finance team, Department stakeholders and various partners across County Departments.

MISSION CRITICAL POSITION STATUS: These positions have been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with these positions will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties
- Oversee accounting and financial reporting systems in area of responsibility including review of transactions.
- Review expenditures for compliance with all State and County requirements, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Provide technical assistance to program staff and sub-recipient agencies in financial matters including allowable costs.
- Oversee monthly financial reporting to program staff and other stakeholders.
- Coordinate, interpret and implement federal, state, county and local laws, policies, and procedures.
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Provide strategic support to the HHCDD finance team and program staff that drives progress towards Division, Department and County priorities.
- Support the development, preparation, and justification of budgets within your scope of work.
- Reconcile County financial systems with internal financial systems and multiple funding sources.
- Review expenditure and revenue journal entries and review detailed reconciliations.
- Perform ad hoc financial analysis of various DCHS programs, revenue contracts, fund sources, and appropriations. Prepare written descriptions of the analysis and present to leadership regarding complex finance matters.
- Assist with department-wide financial management and reporting as needed.
- Perform other duties as assigned.
- Maintain and develop the Department's monitoring reports to complete financial forecasts in support of Department revenue and fund monitoring.
- Track, analyze and incorporate long run and short-term changes in forecasts provided by the County's Office of Economic and Financial Analysis (OEFA) to determine impacts to DCHS' revenue and fund sources.
- Design, evaluate and use complex financial models needed to determine inputs to the capacity charge forecast, including historic estimates of the new customer share of costs and revenues from prior years, forecasts of the new customer share of future capital projects and expenditures, allocations of growth and existing customer shares of prior years of treatment and conveyance capacity, and detailed forecasts of capacity charge revenues for the future.
- Monitor and revise forecast assumptions and risk factors in order minimize the risk of negative financial outcomes and maintain the credibility of financial forecasts with the County Executive and Council, bond rating agencies, and DCHS Divisions.
- Have a Bachelor's degree in business, economics, public administration or accounting and six years of progressive responsibility in finance, audit, and project management OR any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job duties.
- Knowledge of financial analysis, forecasting techniques and principles, and statistical forecasting methods.
- Knowledge of economic analysis concepts and methods.
- Advanced knowledge of financial statement analysis and/or compliance audits.
- Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
- Ability to work collaboratively with program managers to secure integrated work products.
- Demonstrated proficiency with MS Office suite.
- Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAS auditing standards and GAAP accounting principles.
- CPA certification.
- Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.
