Business and Finance Officer III
- Summary
The Finance and Accounting Support Unit is looking for a Business and Finance Officer III to provide compliance audits, general accounting activities, and billings. This position will review contract documents for compliance with County policies and procedures; conduct and coordinate audits of the division's financial systems and accounting transactions; oversee the annual state and federal grant audits and financial reporting; prepare and submit reimbursement billings to funders; review and analyze financial reports; and perform a variety of accounting functions including maintaining the integrity of the general ledgers, preparing, or reviewing journal entries, coordinating month-end and year-end financial close activities, and preparing reconciliations between subledgers in Oracle eBusiness Suite (EBS).

Telecommuting Requirement
The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, typically 8:00 a.m. to 5:00 p.m. Monday - Friday. Evening and weekend work may occasionally be required.- Job Duties
- Conduct internal audits and serve as the audit liaison for external audits.
- Lead documentation of standards and procedures related to financial transactions, audit and compliance functions.
- Lead the Division's annual state and federal financial reporting with Finance & Business
- Operations Division (FBOD).
- Review of all contract documents including change orders and amendments for compliance with policies and procedures.
- Provide technical assistance and support training efforts to the Division’s staff on capital improvement project contracts including architectural, engineering, professional services, and construction.
- Collaborate with the County’s Procurement and Payables Finance Project Control Officer.
- Develop the Division’s annual overhead rate schedule.
- Track leased inventory agreements and payments in a central database.
- Support month-end and year-end financial close activities including revenue and expenditure accruals.
- Prepare and/or review accounting transactions to ensure accuracy of financial data.
- Prepare financial reports and submit billings for services and grants (Federal, State & Local).
- Perform reconciliations between subledgers within EBS.
- Prepare standard, ad hoc and custom financial reports.
- Perform other related duties as assigned.

- Bachelor's Degree in Finance, Accounting, Business or Public Administration, or related degree; OR an equivalent combination of education and experience.
- A minimum of five (5) years of progressively responsible accounting/financial experience.
- Knowledge and experience in contracting, including reviewing contract documents for compliance with relevant procedures, laws, and regulations.
- Knowledge of grant management and grant billing requirements for federal, state, and local awards and contracts.
- Intermediate to advanced skills using Microsoft Office programs, particularly in Excel.
- Excellent interpersonal and customer service skills.
- Exceptional organizational skills that include effective communication methods, keenness to detail, ability to multitask, problem-solving abilities and time management skills.
- Knowledge of accounting, auditing, and procurement practices in public sector.
- King County accounting structure, programs, funding sources, policies and requirements.
- Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.
