Summary
The King County International Airport is seeking a Business Finance Officer III to manage the capital and operating budgets, develop performance metrics and lead in dashboard development for the Finance and Contracting Division. This position is a key part of the Finance & Contracting team that will work closely with all other divisions within the airport as well as partnering with other King County agencies. The person will perform highly complex and technically specialized financial analysis, create recommendations for capital and operating budget best practices and coordinate directly with the Office of Performance Strategy and Budget.
The ideal candidate will have strong analytical and communication skills, experience with capital budgeting, extensive experience using Microsoft Excel and other software for revenue and expenditure monitoring. The incumbent will work closely in collaboration with financial staff, capital project managers, engineers, maintenance crews and operations staff. The successful candidate will manage a range of processes and issues related to budget development, monitoring, financial analysis, forecasting, performance measurement, and business planning.

ABOUT KING COUNTY INTERNATIONAL AIRPORT (BOEING FIELD)
King County International Airport (KCIA)-also known as Boeing Field (BFI)-is one of the busiest primary non-hub airports in the nation. Just four miles south of downtown Seattle, it averages around 200,000 operations (takeoffs and landings) each year. In 2001, it was named by the National Air Transportation Association as one of the "100 Most Needed Airports" in the United States.
KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion - supporting over 18,000 jobs and providing $1.8 billion in labor income in the county. The airport's 150 tenant businesses also directly support over 5,000 jobs in the local economy.
The airport serves small commercial passenger airlines, cargo carriers - including UPS and private aircraft owners, helicopters, corporate jets, and military and other aircraft. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

KEY DELIVERABLES AND EXPECTATIONS: To be considered minimally qualified for this position, you must demonstrate skill and ability to:
- Lead budget development, implementation, and monitoring for Operating & Capital portfolios.
- Perform analysis, including financial modeling and forecasting, and develop recommendations to inform decision making.
- Develop performance metrics for scope, schedule, and budget on capital as well as metrics and for contracting and accounting. Work with the innovation team to develop dashboards and document best business practices for capital financing, controls, and budgeting.
- Develop and maintain sound working relationships across the agency with an emphasis on superior customer service.
- Assist Finance Manager with financial cost model development, data analysis and forecasts for the Division's Line of Business, long-range, and strategic planning efforts.
- Coordinate with the Office of Performance, Strategy and Budget and Division leadership to prepare capital budget revisions, supplemental budget requests, fiscal notes on proposed legislation, and financial plans.
- Review and approve audit responses, support Capital programs and projects through internal and external reviews.
- Represent the Division on Department or County-wide process improvements in the areas of project management, contracts, interlocal agreements, financial systems, and performance management.
- Conduct performance reviews and/or compliance audits of capital programs, including equity analysis to ensure capital investments meet new equity guidelines and standards.
- Strong knowledge of budgeting and finance including demonstrated experience of in development, preparation, and justification of capital budgeting.
- Experience monitoring budgets, preparing budget monitoring reports, historical analysis, and tracking scope/schedule/budget.
- Knowledge and demonstrated ability to apply generally accepted accounting principles (GAAP) including ability to interpret and apply accounting principles to make financial reports accurate, and how to apply accounting principles and procedures to work products. Can manage projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams.
- Is customer-focused and comfortable advising and partnering with senior and executive level management about complex initiatives, policies, and issues.
- Can demonstrate the ability to build strong relationships with partners, customers, co-workers, is committed to respecting others while innovating and challenging the status quo.
- Ability to relay complex financial and budget information to a variety of audiences and can "read the room" to adjust communication styles ensuring not only the message was sent but message was also received and understood.
- Have the ability to manage accounting, financial and capital project budget and performance data to improve capital program manager understanding of program status. Works collaboratively with others and builds partnerships to meet shared objectives.
