The Department of Community and Human Services (DCHS) is seeking two (2) skilled, knowledgeable, and highly motivated team players to serve as the Business and Finance Officer III (BFO III) within the department's Finance and Compliance Services (FACS) section. One opportunity is for fiscal support of the Department's Director's Office and the second opportunity supports the Mental Illness and Drug Dependency (MIDD) fund in the Behavioral Health and Recovery Division (BHRD).
The BFO III position presents a unique opportunity to an individual seeking to utilize and expand their leadership skills, provide data analysis and recommendations, and leverage partnerships to effectively manage financial resources and provide support to internal and external stakeholders.
This posting may be used to fill similar positions over the next six months. Interviews will be held the week of March 13th.
Director's Office Position: This position serves as the lead fiscal analyst for the department's administrative funds. The position plays an instrumental role in monthly accounting activities, budget and actuals analysis, departmental position control, and development of financial reports. This position supervises one financial professional and works closely with King County and DCHS Leadership, program managers, and reports directly to the Budget and Reporting Manager.
Mental Illness and Drug Dependency Position: The Mental Illness and Drug Dependency Position (MIDD) position reports directly to the MIDD BFO IV and serves as the lead fiscal analyst for the MIDD fund. The position manages the day-to-day financial management of the MIDD fund, including developing budget to actuals reports, coordinating financials with MIDD program leads, processing accounting transactions, tracking, and documenting financial decisions, and ad hoc analysis as necessary.

Teleworking Requirement: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Oversee accounting and financial reporting systems in area of responsibility including review of transactions.
- Review expenditures for compliance with all State and County requirements, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Provide technical assistance to program staff and sub-recipient agencies in financial matters including allowable costs.
- Oversee monthly financial reporting to program staff and other stakeholders.
- Coordinate, interpret and implement federal, state, county and local laws, policies, and procedures.
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Provide strategic support to the Director's Office or BHRD finance team and program staff that drives progress towards Division, Department and County priorities.
- Support the development, preparation, and justification of budgets within your scope of work.
- Reconcile County financial systems with internal financial systems and multiple funding sources.
- Review expenditure and revenue journal entries and review detailed reconciliations.
- Perform ad hoc financial analysis of various DCHS programs, revenue contracts, fund sources, and appropriations. Prepare written descriptions of the analysis and present to leadership regarding complex finance matters.
- Assist with department-wide financial management and reporting as needed.
- Perform other related duties as assigned.
- Bachelor's degree in business, economics, public administration or accounting AND six years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
- Advanced knowledge of financial statement analysis and/or compliance audits.
- Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
- Ability to work collaboratively with program managers to secure integrated work products.
- Management and supervisory experience; including hiring, supervision, staff development and performance management.
- Demonstrated proficiency with MS Office suite.
- Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAS auditing standards and GAAP accounting principles.
- CPA certification.
- Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.
