Business and Finance Officer III
- Summary
Seattle & King County Public Health is seeking a full-time, Term Limited Temporary (TLT) or Special Duty Business & Finance Officer III position with the financial and administrative section of the Administrative Services Division within the Office of the Director. Duties include performing complex and technical accounting, budget, and finance services in support of the section’s wide range of business programs.
The ideal candidate will have strong analytical skills, experience with Oracle EBS, extensive experience using Microsoft Excel and other reporting software for revenue and expenditure monitoring, with a keen attention to detail.

- Provide financial analysis and support for divisional and program operations.
- Develop and manage divisional and program budgets.
- Perform monthly grant billings and reconciliations.
- Perform monthly and quarterly financial forecasting reports and analysis.
- Monitor expenditures to ensure accuracy of data in financial system.
- Monitor internal controls (e.g., timekeeping, activity reporting, purchasing documentation) to ensure compliance with federal funding requirements.
- Complete fiscal adjustments to ensure all divisional and program expenditures are recorded appropriately.
- Support program manager requests to respond to general fiscal questions, assist in tracking and reporting program expenditures.
- Perform and communicate routine and ad-hoc analyses requiring research, compilation, and interpretation of financial data. Examples include, but are not limited to, cost comparisons, program financial performance evaluations, cost/benefit analyses.
- Research and determine financial impacts related to changes in personnel, grant funding and requirements, regulations, etc.
- Manage year-end processes including revenue and expenditure accruals.
- Review and approve invoices and supporting documentation for goods and services purchased.

Applicant's experience must demonstrate the following knowledge, skills and abilities or any equivalent combination of experience and/or education which provides the applicant with the desired skills, knowledge and ability required to perform the primary functions of the job:
- Advanced demonstrated ability in gathering, analyzing, and presenting financial information using Microsoft Excel (proficiency is required).
- Knowledge and demonstrated ability applying generally accepted accounting principles (GAAP) including but not limited to: knowledge of the different methods of accounting (i.e. accrual, cash); demonstrated ability to interpret and apply existing, new, or revised accounting principles, standards, and concepts to make accounting reports accurate; demonstrated understanding of accounting terminology and application, and how to apply accounting principles and procedures to work products;
- Demonstrated knowledge and experience with grants management including compliance, monitoring, billing and reporting. This knowledge and experience is typically obtained through obtaining a Bachelor's Degree in Accounting, Finance, Business, or a related subject and 2 years of relevant work experience; or a Bachelor’s Degree and 5 years of relevant work experience;
- Demonstrated knowledge and familiarity with Uniform Guidance 2 CFR 200;
- Experience with complex financial analyses including understanding the impact decisions have on the program, division and department; analyzing data from a large financial management or Enterprise Reporting Planning (ERP) system; experience providing substantive analyses and recommendations; experience drafting narrative sections and explanatory tables, graphs, and charts that report program financial performance, trends, and areas benefiting from management's attention;
- Demonstrated ability developing and monitoring complex budgets including but not limited to: understanding of budget terminology in local government; demonstrated ability to effectively interact with program and financial staff to facilitate budget development and execution;
- Strong written and verbal communication skills;
- Demonstrated experience implementing internal controls to ensure financial integrity and compliance;
- Ability to build respectful and productive relationships with internal colleagues and external clients; establish and maintain effective working relationships with multiple, diverse stakeholders.
WE WOULD LOVE IT IF YOU HAVE- Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Grants Management Specialist (CGMS) or other equivalent professional designation.
- Advanced knowledge of grants management, accounting, audit, and public sector budgeting;
- Two years of relevant experience in finance or business.

This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m.
Work Location:The primary work location of this position is in King County - Chinook Building, 401 5th Ave., Seattle, WA 98104.
Telecommuting
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
