- Summary
Public Health's mission, goals and functions are to identify and promote the conditions under which all people can live within healthy communities and can achieve optimum health. Community Health Services (CHS) Division provides healthcare services for people experiencing homelessness and vulnerable populations in King County. The purpose of CHS is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system as well as assures access to quality services through partnerships and regional programs. We are seeking a Business & Finance Officer III (BFO3) position within Community Health Services (CHS) Division.
This position supports the division by providing financial and technical support, conducting analyses, and developing recommendations to inform program and policy development within Parent and Child Health (PCH), WIC, Family Planning (Title X), Teen Pregnancy Prevention, Home Based Visiting, Best Starts for Kids (BSK) and other CHS Programs. The position requires a high level of expertise and skills in finance/accounting, project planning/implementation, and complex research and analyses.

Work Location: This position will be located in downtown Seattle, in the Chinook Building 10th floor, 401 Fifth Avenue, Seattle, WA, 98104, currently a remote position.
Work Schedule: This position is FLSA Exempt and is ineligible for overtime pay. The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m.

- Coordinate, prepare, review and analyze organizational requests for operating budgets; evaluate proposed expenditures for programs and perform cost benefit analyses.
- Manage, review and report budgeted expenditures and revenues and perform budget maintenance activities such as forecasting, cost projections, cost summaries and cash flow analyses.
- Oversee accounting and/or financial reporting systems and financial and program audits.
- Develop, prepare and review financial and operational plans and/or systems; maintain projects, databases, budget models and systems. (do you have examples of this?)
- Oversee administration and monitoring of grants and contracts.
- Negotiate financial terms and conditions of contracts, agreements or settlements with internal/external organizations or entities.
- Support program managers with cost based and performance-based contracting that meets organizational goals.
- Develop, monitor, and revise project budgets for grants or contracts. Manage program fiscal and performance indicator data collection and reporting to produce scheduled program and budget reports.
- Monitor, track and report on project/program finances and make recommendations in support of established organizational goals.
- Manage the ongoing development of information systems and the collection and use of demographic, financial, and performance data in databases or spreadsheets. Perform analyses to inform program managers and make recommendations if necessary.
- Research and determine financial impacts related to changes in personnel, grant funding requirements, regulations, etc.
- Manage year-end processes including revenue and expenditures accruals.
- Participate in sub-recipient site reviews, monthly contractor invoice reviews and annual in-depth sub-recipient invoice reviews.
- Support Community Health Services Finance Manager with developing and improving CHS division financial management tools and processes.

- Experience, Qualifications, Knowledge, Skills
- Advanced demonstrated ability in gathering, analyzing, and presenting financial information. Microsoft Excel (proficiency is required).
- Knowledge and demonstrated ability applying generally accepted accounting principles (GAAP) including but not limited to: knowledge of the different methods of accounting (i.e. accrual, cash); demonstrated ability to interpret and apply existing, new, or revised accounting principles, standards, and concepts to make accounting reports accurate; demonstrated understanding of accounting terminology and application, and how to apply accounting principles and procedures to work products.
- Demonstrated knowledge and experience with grants management including compliance, monitoring, billing and reporting. This knowledge and experience is typically obtained through obtaining a Bachelor's Degree in Accounting, Finance, Business, or a related subject and 2 years of relevant work experience; or an Associate's Degree and 5 years of relevant work experience.
- Demonstrated knowledge and familiarity with Uniform Guidance 2 CFR 200 or grant management.
- Experience with complex financial analyses including understanding the impact decisions have on the program, division and department; analyzing data from a large financial management or Enterprise Reporting Planning (ERP) system; experience providing substantive analyses and recommendations; experience drafting narrative sections and explanatory tables, graphs, and charts that report program financial performance, trends, and areas benefiting from management's attention.
- Demonstrated ability developing and monitoring complex budgets including but not limited to: understanding of budget terminology in local government; demonstrated ability to effectively interact with program and financial staff to facilitate budget development and execution.
- Strong written and verbal communication skills.
- Demonstrated experience implementing internal controls to ensure financial integrity and compliance.
- Ability to build respectful and productive relationships with internal colleagues and external clients; establish and maintain effective working relationships with multiple, diverse stakeholders.
Desired Qualifications:- Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Grants Management Specialist (CGMS), Certified Government Financial Manager (CGFM), or other equivalent professional designation.
- Advanced knowledge of grants management, accounting, audit, and public sector budgeting.
- Two years of relevant experience in finance or business.

Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021, in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
