Ideal candidates are looking to bring their existing knowledge in financial management and are skilled at working with a variety of stakeholders. This recruitment is for two positions. One full-time BFO III position will be based out of King County Metro’s Rail Division. The second position, a part-time BFO III (20 hours/week) will support the Seattle Streetcar section, which is part of Metro’s Rail Division.
- Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. As a Business and Finance Officer III, you will:
- Work in partnership with Rail Division staff to oversee the financial management of the Division
- Monitor and manage transaction level financials for the Rail division or Streetcar section (Accounting entries, Personnel Coding, etc.).
- Oversee divisional or section financial data, including maintenance of data integrity and knowledge of data structure across financial tools.
- Provide regular insight, analysis, and recommendations on finances and business processes to support division or section leadership in decision-making and maintaining the financial health of the organization.
- Provide project management support for budget development.
- Develop and prepare annual or biennial budgets, analyze and monitor actual expenses, and develop spending plans.
- Work with Rail Division or Streetcar Section staff and Human Resources representatives to manage personnel counts and hiring.
- Manage financial reporting to division or section leadership, Metro Finance and Administration Division, and regional partners, including presenting data at divisional or section business meetings on a regular basis.
- Provide additional support to Division or Section leadership as needed.
- Experience, Qualifications, Knowledge, Skills
A Bachelor’s degree in Finance, Accounting or Public Administration, and three (3) or more years of experience or training or the equivalent combination of experience and education.

- Strong interpersonal and communication skills to work productively with core workgroups, management, central budget staff, and outside agencies.
- General understanding of project and financial accounting concepts and principles, including generally accepted accounting principles and indirect cost accounting.
- Ability to distill complex financial information into meaningful business analysis for a variety of audiences.
- Knowledge of and skill in the use of enterprise financial information systems, and the ability to design business processes that work effectively in tandem with financial information systems.
- Ability to work independently with strong organizational and time management skills in the face of conflicting, and rapidly changing priorities.
- Intermediate level Excel skills.
- Ability to develop financial strategy and apply business analysis techniques
- Knowledge of and experience with enterprise finance systems, analytical and reporting tools – such as Oracle EBS, OBIEE (BI Insights), Hyperion/PBCS, or PeopleSoft.
- Experience and/or training specific to public sector and/or transit organization financials.
- Skill in data visualization such as Power BI.
- Demonstrated experience in financial planning.

Work Schedule
These positions are not subject to the provisions of the Fair Labor Standards Act and therefore are not eligible for overtime pay if scheduled.
Note: that the position supporting Seattle Streetcar is half-time position working 20 hours per week.

Work Location
The primary location of the full-time position supporting the Rail Division is King County Rail Headquarters, 3407 Airport Way S, Seattle, WA 98104. The part-time position supporting Seattle Streetcar will have a hybrid work schedule with most days teleworking. Days in the office will be spent at the Seattle Streetcar First Hill Operations and Maintenance Facility at 848 7th Avenue South, Seattle, WA 98134.
Teleworking Requirement
The work associated with these positions will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
