Summary
The Road Services Division of King County's Department of Local Services seeks an experienced financial professional to lead a group of financial professionals in preparation and monitoring of Roads' capital and operating budgets, management reporting, decision making, and financial process improvements. This is an extraordinary opportunity for a seasoned people leader with experience in finance, budgeting, accounting, and auditing.
This position is within the Roads Budget and Finance Unit and reports to the Road Finance Manager in the Strategic Business Operations Section (SBOS). The position requires both heavy quantitative emphasis and excellent communication skills. This person will work closely with the county's Office of Performance, Strategy and Budget (PSB) and the Finance and Business Operations Division (FBOD) to ensure compliance with all federal, state, and local requirements. WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

Teleworking Requirement
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position may include regular and ongoing in-office work involving in person customer service in accordance with the division's available customer service options.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties
To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
- Supervise work unit staff, assign duties and responsibilities, review completed staff work, train, mentor, and evaluate staff performance and assist staff in addressing deadlines for various financial reporting, budget preparation and forecasting activities.
- Oversee staff in the areas of accounting, budgeting, and/or purchasing.
- Collaborate with the Finance Unit Manager and others in preparation of the Road Services Division's annual budget and fiscal year-end reports and documents, including supporting the management of grant funds.
- Provide expert financial and budgeting advice to management, peers, and direct reports, to guide timely decision-making and support fiscal stability for the division.
- Prepare, analyze, and present complex financial information and reports in a variety of formats using language and graphics appropriate to a variety of non-financial, as well as financial leaders.
- Manage the organization's response to financial audits, ensuring timely completion and accurate reporting of audit findings and recommendations.
- Ensure compliance with state, federal, local regulations as well as standard practice and requirements; maintain standardization, consistency and uniformity in the gathering, processing, and reporting of financial information.
- Supervise the development of complex financial documents for management information and reporting purposes; ensure accurate and timely financial reporting.
- Collaborate with other Road Services Division business and finance officers to oversee division financial systems, processes, databases and monitoring and reporting systems; provide guidance and support as needed.
- Identify areas for process improvement; apply LEAN or similar methodologies to optimize workflows and enhance efficiency.
- Develop direct reports by actively seeking opportunities for cross-training, stretch assignments and special projects.
- Be a role model through the demonstration of a healthy work life balance, pursuing regular professional development, and prioritizing work assignments to limit avoid significant after-hours effort.

- Bachelor's or master's degree in public sector finance, public administration, accounting, or related field with specific course work in budgeting and financial analysis - or any equivalent combination of education, skills and experience that clearly demonstrates the ability to perform the duties if this position.
- Progressive experience coordinating and managing public sector budget processes.
- Demonstrated ability to manage staff, develop and implement work plans, evaluate staff performance, manage conflict, and supervise with vision and purpose.
- Advanced knowledge of financial, managerial, cost accounting and budgeting in accordance with generally accepted accounting principles (GAAP).
- Experience in government financial accounting, public sector budgeting, data governance, and financial management systems and processes.
- Knowledge of federal, state, and local government administration guidelines, including audit requirements.
- Demonstrated success utilizing project management skills that include developing scopes, schedules, and budgets.
- Demonstrated ability to independently research, analyze, interpret complex financial information to resolve issues and make recommendations.
- Knowledge of LEAN process improvement practices and principles.
- Skill in applying advanced analytical, statistical techniques, and quantitative analysis.
- Demonstrated ability to communicate effectively orally and in writing, in various forms, with individuals of diverse backgrounds, and at all levels of the organization, including leadership, elected officials and the public; comfortable communicating with higher management, providing financial information and recommendations tailored to management decision making.
- Knowledge of team building techniques and principles; ability to collaborate with others to attain shared goals and objectives; Proficiency in applying conflict resolution techniques and principles.
- Work experience that demonstrates successful use of collaborative communication and interpersonal skills to lead, coordinate, or assist work groups or individuals.
- Working knowledge of a variety of technical financial tools, such as Excel, Word, Visio, Power BI, or other technical financial tools such as (Looker, Prism, Power Pivot, Sequel Reporting Services, Oracle Business Insights, Tableau, etc.).
- Demonstrated organizational skills including effective time management, and planning skills.
- Experience with Oracle Enterprise Business Systems (EBS), especially Oracle EBS General Ledger, Project, Account Receivable and Accounts Payable Modules, or other financial systems.
- Demonstrated experience with LEAN principles.
- Substantial experience in public sector accounting, administration, and finance.
- Knowledge of King County Financial and budget processes.
