DCHS is seeking a skilled, knowledgeable, and highly motivated team player to serve as the Business and Finance Officer IV (BFO IV) for several major programmatic units within the department’s Behavioral Health and Recovery Division (BHRD). The BHRD BFO IV position presents a unique opportunity to an individual seeking to utilize and expand their leadership skills, provide technical insight to the County, and leverage partnerships to evolve support to internal and external stakeholders.
Specifically, the position manages the Fund’s financial plan and related accounting infrastructure, identifies risks and opportunities identified in the fund, presents key summaries to internal and external stakeholders, and proposes solutions to improve the health of the fund. Additionally, the position plays an instrumental role in monthly accounting activities, budget and actuals analysis, and the biennial budgeting process. This position supervises two financial professionals and works closely with King County and DCHS Leadership, program managers, and external partners and committees, and reports directly to the BHRD Finance Manager.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Job Duties
- Provide strategic leadership to the BHRD finance team and BHRD program staff that drives progress towards Department and County priorities.
- Manage the development, preparation, and justification of budgets within your scope of work.
- Lead the quarterly process for updating the Financial Plan and forecasts for the Budget Office.
- Reconcile County financial systems with internal financial systems and multiple funding sources.
- Administer and monitor grants, contracts, and specialized funding streams.
- Review expenditure and revenue journal entries and review detailed reconciliations.
- Perform ad hoc financial analysis of various BHRD programs, revenue contracts, fund sources, and appropriations. Prepare written descriptions of your analysis and present to leadership regarding complex finance matters.
- Oversee the preparation of the annual Schedule of Expenditures of Federal Awards (SEFA).
- Supervise and lead staff, including planning work assignments and conducting employee development and performance evaluation plans. Make recommendations to the Finance Manager and Controller regarding personnel actions.

- Experience, Qualifications, Knowledge, Skills
- Bachelor’s degree in business, economics, public administration or accounting and/or equivalent education and experience.
- Ten years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
- Advanced knowledge of financial statement analysis and/or compliance audits.
- Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
- Ability to work collaboratively with program managers to secure integrated work products.
- Management and supervisory experience; including hiring, supervision, staff development and performance management.
- Demonstrated proficiency with MS Office Suite.
PREFERRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
- Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting.
- Knowledge of GAAS auditing standards and GAAP accounting principles.
- CPA certification.
- Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.
