ABOUT THE EXECUTIVE CLIMATE OFFICE
King County established the Executive Climate Office (ECO) to elevate and accelerate Executive Constantine and the County's commitment, coordination, and ability to deliver on climate action internally and in collaboration with cities and partners. Since being established in 2023, the Executive Climate Office has grown to over 20 staff, fellows, and interns, and has secured over $60M in state and federal grants.

ABOUT THE POSITION
This Business Engagement Project Manager will be based in the ECO, This is an opportunity to lead King County's efforts to reduce GHG emissions, support sustainable and resilient frontline communities, and ensure climate preparedness in our communities and infrastructure. The successful candidate will play a crucial role in shaping the future of clean energy deployment in the King County region, significantly impacting local businesses, the environment, and the community at large.

This position is an opportunity to accelerate and amplify the good work of clean energy deployment for local companies in King County at a time of historic opportunity. The Business Engagement Project Manager will be integral to implementing the King County Climate and Workforce Strategy through 2030. This includes directly supporting the growth and development of the King County Jumpstart Contractor network , a group of local businesses dedicated to supporting clean energy in the region through hosting paid work-based learning opportunities for JumpStart trainees. This work includes collaborating with staff throughout the ECO to connect local businesses to prospective contracting opportunities with a special emphasis on supporting minority and women business enterprises (MWBE) and small to moderate-size businesses. The position will work to provide local businesses with awareness and access to contracting application processes related to the work of the ECO including building decarbonization and development of EV charging infrastructure.

The Business Engagement Project Manager will help support the implementation of King County's Strategic Climate Action Plan (SCAP), specifically initiatives within the climate and economic opportunity section of the plan which centers on business engagement and support. It will also collaborate closely with the Climate and Workforce Manager and other team members to implement key directives connected to the climate and workforce strategy as designated. This includes leading efforts to diversify contractors participating in clean energy projects by continuing to develop and deploy training resources for King County capital project managers to integrate economic and skills training initiatives into capital projects and supporting contractor education and resources to improve the quantity and diversity of local contractors participating in King County-led clean energy projects.

This position requires flexible and adaptable thinking while managing unforeseen challenges. A resilient mindset and creative thinking are also needed to achieve goals. The ideal candidate will have a strong background in project management, particularly in the context of clean energy and climate initiatives, and possess excellent communication and networking skills as the role involves working with local businesses and community stakeholders. Candidates who thrive on meeting and building networks and direct community outreach will thrive in this role as they learn about new and emerging programs and how to support them.
This is a Term-Limited Temporary position with an anticipated service end date of December 31, 2025, subject to possible extension contingent on funding availability and operational need.

Job Duties



Primary Duties
  • Grow the Jumpstart clean energy contractor network. Work on direct outreach and engagement to grow the network of contractors while leading employer participation in contractor workshops and hiring events.
  • Liaise with local businesses to highlight contracting opportunities for climate office-led projects. Collaborate with local business networks and industry trade associations to support raising awareness and engagement of emerging contracting opportunities within King County.
  • Lead the development of externally facing events and community engagement campaigns geared toward local businesses. Support pro-equity contracting events and outreach amendment events from the capital project managers within the county, particularly for capital project teams within the Department of Natural Resources and Parks, Department of Local Services, Department of Executive Services, and King County Metro.
Secondary Duties
  • Support Jumpstart work-based learning contractor communication. Support communications, administrative tasks related to work-based learning matching, timecard collection, supervisor and host-site communications, and other supports as needed.
  • Support developing and implementing the King County Green Jobs Strategy and the emerging Climate and Workforce Strategy. Collaborate with the Climate and Workforce Manager to implement initiatives and tell the story of the impact of business engagement work highlighted within the strategy.
  • Support the promotion and connection of local businesses to county-led business engagement campaigns. C-PACER and commercial property owner outreach for initiatives connected to EV charging infrastructure installation and building decarbonization, and identify other sustainability initiatives.
  • Perform other duties as assigned. Additional duties may include supporting other departments in their clean energy initiatives, participating in community outreach programs, and contributing to the development of new strategies and initiatives.

Experience, Qualifications, Knowledge, Skills



Experience:
  • A minimum of three years of experience (professional, academic, organizing, lived, etc.) related to localized business outreach including, but not limited to workshops, one-on-one technical assistance, digital/ social media or in-person outreach and/or event outreach,
  • Experience developing, implementing, and tracking project workplans.
  • Experience with organizing and facilitating discussions in virtual meetings, webinars, workshops, and other collaborative processes.
  • Demonstrated success building partnerships and working collaboratively with a wide range of internal and external constituencies (e.g., communities, industry, academia, tribes, NGOs, and all levels of governmental agencies and institutions).
Skills:
  • Strong systems thinking and organizational skills to stretch grant dollars for increased impact.
  • Demonstrated ability to pivot outreach methods when required and utilize creative thinking to reach stated project goals.
  • Demonstrate success managing across numerous complex projects and resources.
  • Creativity and ability to operate with ambiguity.
  • Ability to adapt and iterate work plans based on community feedback, project evaluation, and staff input.
  • Evidence of advanced oral, written, and interpersonal communication skills in engaging with diverse audiences, collaborators, and staff.
Desired:
  • Experience framing clean energy deployment as an economic opportunity for local businesses in a relevant manner for a variety of audiences, including community members and decision makers.
  • Ability to manage a demanding workflow with competing deadlines, solve problems, resolve stress and conflict, initiate timely responses to changes in the political and institutional environment, and exercise sound judgment and decision-making authority using tact and diplomacy.
  • Experience in building coalitions and managing complex stakeholder relationships.
  • Experience working with/in limited English-speaking populations, immigrant/refugee communities, BIPOC communities and culturally diverse communities.

WORK LOCATION and TELECOMMUTING REQUIREMENT
The work associated with this position will be performed in a hybrid fashion of on-site and telework. This position will need to report to the work location three days a week (likely Tuesday-Thursday).Employees will also have access to shared workspaces at King Street Chinook Building at 401 5th Avenue in downtown Seattle. There will be situations where the employee maybe required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

WORK SCHEDULE:
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical work week is 40 hours per week, Monday - Friday. This position is not represented by a labor organization.
