Business & Finance Officer II - CDIP
- Summary
Seattle & King County Public Health is seeking a Business & Finance Officer II (BFO II) within APDE/CDIP/COO Division. The skilled and dedicated BFO II will manage the daily financial operations of the division that includes monitoring, billing, and analyzing expenditures, as well as support the division finance manager in performing assigned financial and business management tasks.

The home site is King County Chinook Building located at 401 5th Ave. Seattle WA 98104. Some of the work associated with this position may be performed remotely, as King County embraces the new hybrid work model. It is possible that the work will be performed at the home site on a full-time basis.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m.
- Job Duties
- Prepare multiple accounting entries to move revenues onto correct grants or County-funded projects in accordance with County policy.
- Participate in the fiscal close process at year-end by identifying the need for accruals (revenue and expenditure), assisting program staff in estimating the value of such accruals under GAAP, and recording these accruals in the County's general ledger system Oracle eBusiness Suite (EBS).
- Provide ongoing support to program staff by reconciling ledgers, reviewing grant billing requests from program staff, identifying allowable and unallowable charges in the County's financial system for various grants and preparing financial reports for program staff.
- Work with program staff and funders to process grant billing requests.
- Generate the fiscal monitoring report and presenting the result to internal County staff
- Perform reconciliations between subledgers within EBS and prepare reconciling journal entries.
- Perform financial and business management activities including grant billings and participating in biennial budget development
- Coordinate, prepare, review and organize program manager requests for budget projections
- Evaluate proposed expenditures for programs and perform cost benefit analysis
- Prepare for financial and program audits
- Perform regular and ad-hoc analysis requiring research, compilation and interpretation of financial data
- Develop, monitor and revise project contracts
- Perform other duties as assigned

- Demonstrated ability to perform financial tasks such as Journal Entries
- Minimum of one year experience in financial management that must include involvement with grants, contracts or budget development.
- Demonstrated proficiency in the development of electronic records or reports needed to support grant/contract administration of at least 6 months
- Demonstrated ability to develop and analyze budgets that include a variety of funding sources including federal, state, and local grants at a minimum of 1 year experience.
- Demonstrated ability to perform financial analyses
- Familiarity with applying an equity and social justice lens in review of financial and policy matters.
- Demonstrated experience providing outstanding customer service to multiple types of customers.
- Ability to summarize detailed, complex information in a concise manner for staff at all levels.
- Ability to communicate and work with diverse populations and interest groups.
- Professional and respectful verbal and written communication skills.
- Intermediate Microsoft Excel proficiency including the ability to create pivot tables, charts, and formulas.
- Ability to work as a positive, efficient and goal orientated member of a team.
