The DCHS Finance Section is looking for a skilled, knowledgeable, and enthusiastic team player who will serve as fiscal lead on the Behavioral Health and Recovery Division (BHRD) programs funded through American Rescue Plan Act (ARPA) funds in reaction to the COVID-19 pandemic. This includes Culturally Appropriate Services, Sobering Center Supports, Housing Outreach, and more.
The Business and Finance Officer III (BFOIII) will support the fiscal/program coordination on ARPA specific funding, own fiscal roles in the ARPA funded contract routing process, contract, and invoice review, as well as the associated contracts. This role will also be responsible for the technical pieces of CMS (contract management system), and Oracle EBS as well as monitoring and reporting of budget to actuals and program forecasting efforts. Due to the nature of braided funding in the various divisions, these roles will work collaboratively with other BFOs where contracts and funding sources overlap.
The Business and Finance Officer III reports directly to the COVID Finance Manager and manages the daily accounting budgets and coordination functions associated with their respective programs. This position plays a key role in the tracking and analyzing expenditures, maintaining the integrity of the operating budget, overseeing accounting functions and reviews expenditures with management and project managers which helps drive the strategic decision-making process for their programs.WHO MAY APPLY: This position is open to all qualified candidates that meet the minimum qualifications.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end December 31, 2023, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. - Job Duties
- Oversee accounting and financial reporting systems in area of responsibility including review of transactions.
- Lead BFO I in the processing of invoices and various payments and transfers.
- Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Provide technical assistance to program staff and sub-recipient agencies in financial matters including allowable costs.
- Oversee monthly financial reporting to program staff and other stakeholders.
- Coordinate, interpret and implement federal, state, county and local laws, policies and procedures.
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Assist with department-wide financial management as needed.
- Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
- Advanced knowledge of budgeting, finance, managerial and financial accounting.
- Six years of professional experience with five years focused in finance, accounting, and/or audit environments, or any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
- Experience working with automated financial management systems.
- Advanced knowledge of financial information systems.
- Demonstrated supervisory skills with strong leadership.
- Experience administering and monitoring grants and contracts, including contract fiscal tracking.
- Knowledge of federal, state and local audit requirements.
- Knowledge of contract administration.
- Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
- Demonstrated excellent communication skills, both verbal and written.
- Ability to identify and prioritize time sensitive matters and respond with a sense of urgency, as needed, while adapting to changes in workload demands.
- Advanced Microsoft Excel skills utilizing functions such as pivot tables, vlookup, if-then functions, etc.
- Knowledge of county programs, funding sources, policies and requirements.
- Knowledge of human service programs, funding sources, policies, and requirements.
- Demonstrated experience with public sector budgeting.
- Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience.
- Experience with Oracle/EBS, Hyperion, PBCS (Planning & Budgeting Cloud Service) and Oracle reporting systems.
