Capital Finance and Portfolio Coordinator (Business and Finance Officer IV)
- Summary
The Wastewater Treatment Division (WTD) of King County Department of Natural Resources and Parks is looking for a high performing individual to be part of the Rates, Capital & Debt Team in the Finance Section. The Capital Finance and Portfolio Coordinator (Business and Finance Office IV) is responsible for managing key work products at the intersection of wastewater capital finance and project delivery. We are looking for a self-starter with strong financial skills, expertise in data analytics, and a keen attention to detail.
WTD implemented a formal Portfolio Management (PfM) structure for its capital program to ensure that its wastewater capital investments align to organizational business strategies and are balanced within the constraints of financial and human resources. The PfM structure provides a framework for allocating resources in accordance with the organizational strategy, prioritizing capital projects, and balancing those projects within the resource constraints. The Capital Finance and Portfolio Coordinator (CFPC) plays a key role in this mission by managing multiple work products required to produce capital portfolio recommendations, status reports, planning forecasts, and budget scenarios.
This position will require a comprehensive understanding of WTD’s capital program cycles including budgeting, rate development, and capital project delivery. The incumbent must have the ability to apply this understanding to the analysis of capital project forecasts and budget scenario building. The successful candidate will be responsible for developing and coordinating capital portfolio information for rate and capital budget development and conducting analysis required for portfolio management activities.
This position reports directly to the Finance Section - Rates, Capital, and Debt Management Unit with Portfolio Management guidance from the Capital Portfolio Planning and Analysis Unit Manager.

WORK SCHEDULE: This career service position is not eligible for overtime compensation. The regular workweek is full-time 40 hours, Monday through Friday 8:00 a.m. to 5:00 p.m.
This position is a telework position. This position is expected to travel to various work locations as needed for collaboration and division support needs.

WTD is committed to protecting and improving water quality by providing wastewater collection and treatment for local sewer agencies which we've been doing for over 50 years. We serve about 1.7 million people within a 424-square-mile service area, including most of King County and parts of south Snohomish County and northeast Pierce County.
WTD's regional system includes three large wastewater treatment plants (West Point in Seattle, South Plant in Renton, and Brightwater in Woodinville), two smaller wastewater treatment plants (Vashon Island and City of Carnation), a community septic system, combined sewer overflow treatment facilities, regulator stations, pump stations, and over 391 miles of sewer pipelines.
WTD employees plan, design, build, and operate treatment facilities. They also enforce regulations to reduce harmful waste from entering the system, and educate the public and businesses on ways to protect water quality.

- Lead development of the capital budget with the annual WTD rate process
- Integrate WTD financial planning and rate development with capital budget, resource availability, and spending plans into a strategic financial plan
- Develop and test capital spending scenarios for coordination with rate setting goals and Portfolio objectives
- Develop and maintain long term capital forecast projections based on portfolio inventory
- Develop, coordinate and report capital portfolio information to 1) inform decision making at the project-level; 2) conduct analysis required for portfolio management activities and the coordination of information among all tiers of portfolio governance.
- Serve as subject matter expert and advisor on appropriation tracking, reconciliation, and management; overhead management; program contingency management and supplemental budget strategies and submissions.
- Support capital portfolio dialog interface with Office of Performance, Strategy and Budget
- Monitor approved project changes and portfolio performance and make recommendations to management
- Conduct analysis on project changes and make recommendations on how to balance project changes
- Analyze and assess internal portfolio business processes make recommendations for improvement
- Disseminate information to and provide technical assistance to project and program managers on capital portfolio policies and procedures.
- Experience, Qualifications, Knowledge, Skills
- Education in Finance, Accounting, Business, Public Administration or related degree and/or combination of education and equivalent relevant experience
- Relevant experience in financial management and analysis
- Experience in development of complex capital budgets
- Experience with long range planning
- Relevant experience demonstrating familiarity with complex capital construction project delivery
- Knowledge of the principles and techniques of capital project management
- Familiarity with portfolio management principles, processes, and techniques
- Demonstrated ability to maintain harmonious relationships and effectively address complex and sensitive issues with different stakeholders
- Demonstrated attention to detail and proven ability to manage multiple projects in an organized, thorough and timely manner
- Demonstrated ability to proactively collaborate and problem solve with appropriate stakeholders
- Demonstrated ability to research, analyze and interpret financial information to resolve issues and make recommendations
- Skill in applying advanced analytic, statistical techniques, and quantitative analysis
- Skill in assessing the financial impact of alternative decisions
- Demonstrated ability to communicate effectively orally and in writing; make presentations; draft policies; and respond to both internal and external customers
Special Requirements: A current Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations on short notice including to sites which may not be served by public transportation.
