Capital Project Delivery Section Manager

This position is open to internal King County employees only.
King County Metro Transit’s Capital Division is seeking a Transit Capital Section Manager to provide strategic guidance and leadership. This position is responsible for the Capital Project Delivery Section which implements Metro Transit's fixed asset and technology projects portfolios and serves as a resource to support operational, service, and partnership engineering and project needs. Groups within this section include:- Engineering
- Construction Management
- Project Management
- Transit Technology Project Management
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime pay. The position's base work schedule is Monday through Friday, 40+ hour work week with potential evening and weekend hours.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021, in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Manage the Capital Project Delivery Section to deliver high-quality, timely capital projects.
- Build teams, hire, direct, supervise, coach, discipline, and mentor staff in the Capital Project Delivery section. Provide ongoing performance feedback.
- Ensure that the Capital Project Delivery Section continues to maintain strict adherence to safety policies and procedures and is continually seeking to enhance safety practices for employees and the public.

- Partner with labor, unions, and other internal and external stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive work environment.
- Lead labor relations and negotiations for the section; resolve and diffuse issues with employees or workgroups; and hear step 2 grievances.
- Plan and implement strategic goals and policies; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement.
- Lead and manage the development of new initiatives, efficiencies, and operational methods; determine and select technology and equipment; and direct program and procedure development, implementation, monitoring, and reporting within the section.
- Lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
- Lead section employee engagement and help build an engaged, diverse, inclusive, and positive work environment within the section.
- Lead section communications and reinforce the Capital Division’s vision and policies to staff.
- Coordinate with other leaders to establish cross-sectional processes and procedures; oversee continuous improvement throughout the section.
- Develop and implement section performance measures and annual goals and objectives. Support supervisors to develop performance measures and standards for workgroups and staff within the section.
- Develop, implement, and maintain standards, policies, and procedures for project delivery, engineering, project management, construction management, and related work. Ensure compliance with applicable laws, regulations, and policies. Analyze and interpret operating policies, procedures, and guidelines. Develop recommendations for improvements.
- Supervise, negotiate, approve and manage consultant contracts.
- Develop, approve, and monitor budgets; determine and allocate resources; lead and manage the Department CIP budget development, and oversee and monitor the CIP.
- Build and maintain relationships among Metro workgroups, management, and external stakeholders and partners; liaison to jurisdictional partners to create and build relationships and resolve issues/disputes or escalate when appropriate.
- Perform other duties and special projects as assigned.
- Experience, Qualifications, Knowledge, Skills
A Bachelor's degree in Engineering, Construction Management, Business Management, Public Administration, or related field and increasingly responsible experience in the field of capital project planning and management, including at least three years of supervisory and/or management experience OR an equivalent combination of education and experience.
All Metro Transit Section Managers will also have the following skills and abilities:- Have demonstrated experience building effective teams in diverse work environments while creating strong morale, instilling vision and purpose, and fostering open dialogue.
