Capital Project Management Technician I/II – Capital Asset Management Systems
- Summary
We are recruiting two Term-Limited Temporary or Special Duty Assignment Capital Project Management Technicians to join our highly productive, customer-focused Capital Project Management Team that provides excellent service to all King County residents and park users. This position reports to the Capital Improvement Program Section Manager.
In this role, you will perform a broad scope of project management support services most specifically related to services that support the existing Parks Asset Management System (Lucity) and implementation of future related projects. These projects may involve creating GIS-based maps, collecting field data, analyzing and maintaining asset data and Parks plan sets, developing tools using programming languages, and other job duties to support the work unit.

Permanent Telecommuting Requirement
The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104
Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week.- Job Duties
- Designing, standardizing and documenting methodology for collecting GIS-based asset and condition data throughout the Parks system, utilizing Visual Basic for Applications (VBA) programming language for Microsoft office.
- Mapping and planning field trips to maximize efficiency for asset collection throughout the County.
- Expanding asset condition data collection pilots to cover all other types of GIS-based Parks assets.
- Organizing and instructing groups of Parks Operations staff and new interns on proper data collection techniques.
- Inputting and maintaining asset and condition data in the Parks GIS-based Asset Management System (Lucity), including geo-referencing asset data on existing engineering plans for input into the system.
- Assisting and teaching other Parks staff on the use of the Parks GIS-based Asset Management System (Lucity).
- Assisting in modifying or developing processes for asset data management.
- Conducting research and applying it to new or existing processes, tools and concepts.
- Performing other duties as assigned.
- Experience, Qualifications, Knowledge, Skills
Required Qualifications:
- The ability to use ESRI ArcMap or ArcGIS Online mapping software to create maps and analyze data sets.
- Experience using a GIS based asset management system.
- Developing tools using programming languages.
- Understanding of relational database theory and experience using SQL to retrieve data.
- Using software tools such as Microsoft Word and Excel to organize and analyze data.
- Proven skill with written communications and technical writing.
Additional Required Qualifications for the Capital Project Management Technician II:- Experience using Lucity asset management software system.
- Development of tools using VBA or python.
- Experience leading or training end users.

Work Environment:- Work requires the ability to operate a King County vehicle to attend off-site meetings and visits to project/construction sites.
- Work involves walking moderate distances on even and uneven surfaces in the field year-round in varying weather conditions.
