Capital Project Manager II (TLT)
The Solid Waste Division (SWD) of King County Department of Natural Resources and Parks (DNRP) is inviting applications for two Capital Project Manager II (CPM II) positions. These Term Limited Temporary (TLT) positions in the Project Management Office are expected to last for three years with the possibility of extension. The primary responsibility of the CPM II is to successfully plan, implement, monitor, and control SWD projects by applying Project Management Institute (PMI) methodologies and SWD protocols. This position will be responsible for effectively completing various small to medium size SWD projects and supporting senior staff in major projects such as facility improvement, information technology, and operational capabilities enhancement projects.
The person in this position works generally under supervision by senior staff. This position requires knowledge of project management, project control, and contract administration.
Teleworking Requirement: The work associated with this position will be performed predominantly by teleworking, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Schedule: This position works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is exempt from the Fair Labor Standards Act provisions and is not overtime-eligible.

Project Management Office (PMO) Profile: PMO staff manage complex SWD capital improvement projects and provide project management support to non-capital projects. The PMO provides project management services such as the development of project management methodologies, project control, performance monitoring, and reporting. This section is also responsible for Construction Management of capital projects.
Examples of Job Duties:
Manage projects by developing and implementing
- Project management plans and related planning documents, project baselines, scope change documentation, variance analysis, and work performance reporting
- Project cost monitoring and project schedule tracking
- Project risk management plan, risk register, risk review monitoring
- Procurement management plans, procurement documents, contract change documentation, payment review documentation, and procurement closeout.
- Organizing and managing project work and resources
- Managing consultants and monitoring performance
- Identifying project stakeholders and keeping them engaged and informed at the appropriate levels
- Identifying and appropriately responding to project risks
- Validating scope, schedule, budget, and project deliverables
- Closing projects and contracts by following established protocols.
- Track project performance using SWDs Project Information System Management database (KCPRISM)
- Coordinating with project managers, supervisors, consultants, and other key stakeholders and documenting assumptions, requirements, and decisions
- Prepare project performance reports to comply with various King County reporting requirements
- Perform other tasks as assigned
- Bachelor's degree in project management, civil engineering, business administration, construction management, or closely related field from an accredited university or educational institution and a minimum of one year of project management work experience with public works projects or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position
- Work experience demonstrating collaborative communication and interpersonal skills to serve as an effective team member on multi-disciplinary project teams
- Demonstrated ability to plan, organize and perform project management and project control tasks successfully with supervision
- Demonstrated ability to effectively present proposals, progress reports, and recommendations in verbal and in written form
- Demonstrated ability to work on multiple complex projects simultaneously, produce high-quality deliverables in a timely manner, and respond to changing work responsibilities to meet organizational requirements
- Working level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint)
- Ability to effectively engage in and sustain relationships with people from diverse cultures, professional background, and socio-economic backgrounds
- The Project Management Professional (PMP) certification with PMI or equivalent
- At least two years of project management and project control expertise
