WORK LOCATION: King Street Center, 201 S. Jackson Street, #600, in Downtown Seattle.
WORK SCHEDULE: This is a full-time position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The typical work schedule is 8:00 a.m. to 5:00 p.m. Monday – Friday. Periodic extended hours are sometimes required.
PRIMARY JOB DESCRIPTION: This position will assist with Capital Projects planning, design, and implementation as part of the Capital Strike Team of the River and Floodplain Management Section within the Water and Land Resources Division. The position will be responsible for coordination, assigning and overseeing the work of technical and support staff and consultants in the development and execution of capital projects in the River and Floodplain Management Section of WLRD. The work of this position includes a broad scope of project management services including design and construction management for flood protection facilities including levees, revetments, pump stations and related facilities.
The Capital Strike Team is a team of river engineers, scientists and planners tasked with designing and implementing river and floodplain management projects on behalf of the King County Flood Control District. The position will lead projects teams including engineering, ecologist, real estate and maintenance staff for all aspects of projects from concept development through feasibility, design, acquisition and relocation and/or demolition of structures. The position will require skill and precision for both verbal and written communication, presentations, and tracking of project details and deadlines. The Capital Strike Team is dedicated to upholding the goals and vision in the King County Equity and Social Justice Strategic Plan in our work, workplace, and in community outreach and education.- Job Duties
• Lead all phases of capital project management according to WLRD Project Management Manual including planning, pre-design, final design, implementation, closeout, and acquisition.
• Lead landowner outreach and negotiations to acquire properties or easements necessary for construction of flood damage repairs and capital projects. Lead project team public outreach, landowner interactions and assist with permit applications.
• Lead development of scope and budgets for consultant contracts.
• Develop, manage, and monitor scope, schedule, and costs for flood damage repairs and capital projects, consultant and construction contracts.
• Coordinate with internal King County staff from multiple disciplines to work collaboratively on river and floodplain management issues.
• Lead and support permitting staff with development and submittal of permits for capital projects in the riverine environment.
• Prepare monthly/quarterly work program and/or budget reports.
• Draft external and internal correspondence for managers on floodplain management and flood hazard risk reduction activities.
• Participate in flood warning and emergency response programs and activities in support of King County's Flood Warning Center operations during flood events.
- Experience, Qualifications, Knowledge, Skills
• Bachelor's degree in environmental science, natural resource management, planning, business, economic or related field, and/or the equivalent of at least two years of increasingly responsible program and project management work that is applicable to the primary job functions of this position.
• Proven success working in complex, multi-party natural resource planning efforts with a demonstrated knowledge of interjurisdictional governance public planning processes and resources management.
• Proven ability to work effectively as a team member to coordinate accomplishment of specific tasks.
• Demonstrated ability to communicate effectively, both in writing and verbally, on technical and policy issues related to floodplain management with varied levels of staff, consultants, business and professional groups, citizens and landowners.
• Ability to deal tactfully and courteously with diverse groups of individuals, including government officials, the public, community groups, and organizational colleagues.
• Demonstrated success utilizing project management skills, including developing scope, schedule and cost tracking, and managing projects through to completion.
• Demonstrated success managing, monitoring, and reporting progress of scope, schedule, and costs for capital projects, consultant and construction contracts.
• Knowledge of the methods and techniques utilized in the production and presentation of written and graphic material.
• Experience using spreadsheet and database software such as Access and Excel.
• Experience and knowledge of river and floodplain management capital project planning, design and implementation.
• Experience with information/content development for communication materials for public distribution and for use for managerial and stakeholder decision making processes.

DESIRABLE KNOWLEDGE, SKILLS & ABILITIES:
• Master's Degree in Public Administration, Engineering, Natural Resources of related field.
• Certification or ability to receive with-in 6-months Project Management Professional Certification.
NECESSARY SPECIAL REQUIREMENT: A valid Washington State Driver's License and the ability to travel throughout King County in a timely manner, or the ability to obtain a Washington State Driver's License within 30 days of employment.
PHYSICAL REQUIREMENTS: This position requires the ability to conduct occasional physical site inspections and evaluation. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and dynamic conditions in the outdoors.
WORK ENVIRONMENT: Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon. Work is performed in an office environment, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities typically involve work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays.
