Capital Project Manager III
The Solid Waste Division (SWD) of King County Department of Natural Resources and Parks currently has an opening for a Capital Project Manager III position, providing an opportunity for talented leaders, team-builders, and communicators to serve the public and the environment of King County. The Capital Project Manager III position resides within SWD’s Centralized Project Management Unit (CPMU). The person in this position will work independently with limited general day-to-day oversight as well as work closely with senior project managers to plan, design and implement project management plans and construction management plans to complete major capital projects. Projects may include landfill area development and closure; recycling and transfer stations, and operational enhancements.
The position requires competencies in project management; contract administration; schedule development and analysis; cost estimating/analysis; performance monitoring and reporting; advanced project risk management; communication and leading project teams.

Work Location: This is a permanent remote working position. However, there will be an expectation to various worksites throughout King County as needed for your work.
Work Schedule: This career service position has a 40-hour workweek, Monday through Friday, with some evening and weekend work occasionally required. This position is exempt from FLSA provisions and is not overtime-eligible. The position is represented by PROTEC 17A.
Examples of Job Duties:
The CPM III will manage projects by developing, tracking, and updating:
- Scope, schedule, budget, risk, and procurement management plans;
- Risk registers
- Stakeholder engagement and communications management plans and
- Work Breakdown Structures (WBS).
As Project Manager for assigned projects, the incumbent will:
- Prioritize, organize and manage project work and resources;
- Manage consultants and other professionals by monitoring performance and ensuring accountability;
- Identify and effectively engage project stakeholders;
- Perform quality assurance and quality control oversite;
- Develop, manage and participate in project teams;
- Manage both verbal and written communications in a professional manner;
- Identify, manage, and respond to project risks;
- Oversee the implementation of construction work;
- Manage the design, construction management, and construction contracts;
- Initiate and closeout projects and contracts following established protocols;
- Set up project performance monitoring parameters in SWD Project Tracking and Reporting Systems (PRISM);
- Prepare project performance reports in compliance with King County requirements;
- Perform other tasks as assigned by the supervisor.
Our Ideal Candidate Will Have:
- Bachelor's Degree in project management, construction management, resource management, environmental science, civil engineering, business administration, public administration, or closely related field from an accredited university or educational institution and a minimum of three years of work experience as a project manager for public- works capital projects or a combination of education and experience which provides you the skills to perform the duties of this job efficiently
- Demonstrated ability to work on multiple complex projects simultaneously and produce high-quality deliverables in a timely manner
- Ability to work collaboratively with a wide range of professional disciplines in dynamic team settings and utilize strong interpersonal communication skills.
- Documented professional experience in analyzing technical specifications to develop scopes, schedules, and budgets.
- Ability to understand and appropriately integrate stakeholder needs.
- Demonstrated success working with multi-disciplinary project teams and individuals with diverse backgrounds, and in building collaborative team relationships
- Excellent organizing, planning, and process-management skills
- Excellent verbal and written communication skills
- Advanced computer skills, including Microsoft Office suite
- Strong problem solving and conflict resolution skills.
The Most Competitive Candidate Will Have:
- Project Management Professional (PMP) certification with Project Management Institute (PMI) or similar qualification.
- A minimum of five years of project management and/or project control expertise for public works projects and programs.
- A current Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations including to sites which may not be served by public transportation.
