Capital Project Manager III Special Duty Assignment
- Summary
King County Parks Operations Section is recruiting to fill a Special Duty Capital Project Manager III assignment. The focus of this position is on technical review, contract administration and specification development. This Special Duty Assignment is to backfill for an employee on leave and is expected to last about six weeks.
This position will support large capital projects requiring considerable resources, multiple prime contracts, high levels of functional integration, and collaboration with a capital project team, stakeholders, agencies, consultants, contractors, and department management. The CPM III will be involved in project development, design, review, permitting, contract administration, procurement, and construction of large capital projects.
Duration: Six Weeks

Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
Work Location: Primarily teleworking and site visits as needed.
Work Schedule: This position works 40 hours per week, Monday – Friday and it is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
- Job Duties
- Review and analyze progress payments for multiple prime contacts for Architecture/Engineering (A/E) professionals and construction contracts to ensure compliance with established procedures and contract specifications according to Division policies.
- Serve as a technical expert and liaison for the Operations Section in working with permitting agencies, consultants, and other internal and external stakeholders for assigned projects.
- Negotiate consultant contract issues and provide and decision-making on changes to project scope and contractual matters.
- Prepare and control contract administration documents such as correspondence, contracts, amendments, and change orders following current established procedures.
- Monitor and control project work, report on status of assigned projects/tasks; measure project performance and manage various project tracking logs in Microsoft Excel and Unifier.
- Provide guidance on project criteria, regulations, codes, standards and schedules.
- Update Project Management, Communications, and Procurement plans.
- Facilitate meetings with stakeholders, consultants, and contractors including documentation of decisions, actions, and follow up items.
- Review public works and procurement contract documents for legal bidding for the project. Manage the bid process with the Procurement Section.
- Draft or assist with drafting Construction Specification Institute (CSI) Division 01 specification sections specific to the project.
- Serve as part of the team responsible to oversee the preparation and review of civil engineering documents, engineering calculations, and documentation for projects, technical reports, applications, and recommendations. Provide support to team members in the review of civil engineering plans and documents for Division’s capital projects from a variety of consultants.
- Serve as part of the team responsible to oversee construction work and resolve construction field issues as needed.
- Manage construction issues items log and punch lists for the project during construction.
- Prepare or assist with long range budget and expenditure forecast for capital projects.
- Experience, Qualifications, Knowledge, Skills
The most competitive candidates will have demonstrated abilities as follows:
- Three or more years of progressively responsible experience and equivalent combination of education and experience demonstrating knowledge and application of capital project management, project management, design, permitting, procurement, contracting, contract administration, construction, and close out of capital public work projects.
- Experience with capital project management of building related projects is highly desired.
- Knowledge of and experience in contracting requirements and procurement of public work projects.
- Demonstrated experience successfully working with multi-disciplinary project teams and individuals with diverse backgrounds.
- Knowledge of and experience in using project management techniques and principles including budget, scope and schedule development and monitoring.
- Knowledge of and experience with formal Invitations to Bid (ITB) or job-order contracting for construction.
- Knowledge of interpreting, enforcing and managing construction contract documents.
- Knowledge of workflow processes in Unifier software.
- Strong communications and stakeholder management experience.
- Demonstrated knowledge in use and development of contract specifications in CSI Master Format.
- Advanced level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint); project management tracking software, and construction management tracking software.
- Skills in gathering, manipulating, and using data.
- Skill in reading and interpreting architectural/engineering plans and other contract documents.
- Ability to research requirements for unforeseen conditions during design and construction.
- Experience in presenting complex information, using spreadsheets or other materials, to a wide variety of audiences. Familiarity with cost plus fixed fee contracts including a working knowledge of the County’s Level of Effort (LOE) and budget crosswalk spreadsheets.
- Ability to navigate in a political and litigious environment and handle multiple competing priorities.
