King County’s Facilities Management Division (FMD) has a special duty assignment for a Capital Project Manager III. ABOUT FACILITIES MANAGEMENT DIVISION (FMD)
Through the work of over 350 dedicated employees, FMD provides clean, environmentally sustainable and cost-effective work environments within a changing world. This role will support the Capital Projects Section (CPS) which is comprised of capital project managers and support staff. CPS manages the development, design, and implementation of a wide variety of complex capital improvement projects and an extensive major maintenance program.

SCOPE OF JOB DUTIES: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:- Act as the Owner Representative/Project Manager for multiple, assigned capital design and construction projects from conception through implementation using the County's project management manual and web-based project management system.
- Oversee the design and construction of multiple projects related to general government office space, courthouse, detention, medical, police precincts, laboratories, maintenance facilities, and other government specialized facilities from initial planning through the closeout of construction.
- Participate in the selection of design professionals including architects and engineers. Coordinate with the Capital Projects Sections Contract Administrator and the County's Procurement Section during the request for proposal process.
- Manage and coordinate the design of assigned projects with client agencies and the design consultants.
- Oversee the preparation of construction contract documents by design consultants for the bidding of public work contracts.
- Participate in the bid process with the County's Procurement Section and make recommendations for award of contracts.
- Act as the County's Project Representative during construction. Oversee and manage the construction contract. Manage quality, schedule and costs, approve pay request, review submittals, coordinate Request for Information (RFI) responses, prepare and negotiate change orders, monitor schedule and make recommendation for acceptance of the work in in accordance with County's project management manual and construction related policies.
- Develop project management plans and provide reports on schedules, budgets, and scope for all assigned projects.
- Provide support to County management by preparing briefing documents, executive level reports for assigned investigations related to design and construction issues, and projects.
- Provide support to the capital budgeting process by developing the scope of work, cost estimate, and preliminary schedule during the capital project budget approval process.
- Serve as a liaison between the County, public and permitting agencies.
- Experience with design and/or construction experience related to commercial, institutional, or public buildings.
- Knowledge of project management processes, methods, and principles.
- Team building, conflict resolution and negotiation skills to facilitate effective exchange of information, problem solving, and ability to use collaborative processes to successfully execute projects involving a diverse group of individuals.
- Excellent written and verbal communication skills including effective use of email, memos, letters, presentations, briefings, etc.
- Demonstrated ability to develop, implement, monitor, and report on all aspects for assigned projects.
- Demonstrated analytical and technical ability to develop recommendations on project assignments to evaluate and resolve budget, tenant coordination, construction, and contracting issues.
- Experience in managing capital projects or tasks within established timeframes and costs.
- Ability to negotiate contracts.
- Knowledge of software programs such as Microsoft Project (or other project scheduling and management tools), Windows, Excel, Outlook, and PowerPoint.
- Valid Washington State Driver's License or the ability to obtain timely transportation to remote work locations with limited or no public transportation.
- Prior to an offer of employment, the successful candidate must successfully pass a criminal background investigation.

SUPPLEMENTAL INFORMATION:- This position is FLSA exempt, not eligible for overtime.
- Our employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday - Friday.
- This position is represented by Professional and Technical Employees, Local 17.
The work associated with this position will be performed remotely in compliance with King County’s telecommuting mandate. The work will be performed onsite and remotely based on business need.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
