Summary
Facilities Management Division's (FMD) Capital Project Section (CPS) has an exciting opportunity for an experienced Capital Project Manager IV to lead critical projects that serve your community.
This position serves as a liaison between the County, client agencies, the public and permitting agencies and will be responsible for overseeing the planning, design and construction of a variety of highly visible projects, including overseeing large, complex security camera and electronic controls integration projects. This senior level position may also provide direction and oversight to less senior Capital Project Managers in the workgroup.
In addition to filling one Career Service (regular) position, this recruitment may also be used to create a pool of qualified candidates for future temporary and regular Capital Project Manager IV openings.

Job Duties
In this position you may:
- Act as the Owner Representative/Project Manager for multiple complex capital design and construction projects.
- Provide direction and oversight to less senior Capital Project Managers in the workgroup.
- Oversee the planning, design, and construction of assigned project.
- Oversee the selection of design professionals including architects and engineers and coordinate with the County's Procurement Section during the request for proposal process.
- Manage and coordinate the design of assigned project with client agencies and consultants related to new building, tenant improvements, remodels, repair and replacement of building systems (mechanical, electrical, roofs, exterior envelope, and interior finishes).
- Oversee the preparation of construction contract documents for the bidding of public work contracts related to new buildings, tenant improvements, remodels, repair and replacement of building systems (mechanical, electrical, roofs, exterior envelope, and interior finishes). Participate in the bid process with the County's Procurement Section and make recommendations for award of contracts.
- Act as the County's Project Representative during construction. Oversee and manage the construction contract. Manage quality, schedule and costs, approve pay request, review submittals, coordinate Request for Information (RFI) responses, prepare and negotiate change orders, monitor schedule and make recommendation for acceptance of the work in accordance with County's project management manual and construction-related policies.
- Develop project management plans and provide reports on schedules, budgets, and scope for all assigned projects.
- Manage projects within budget and schedule constraints, negotiate contracts and contract amendments, and provide solutions to project issues as they arise.
- Provide support to County management by preparing briefing documents, executive level reports for assigned investigations related to design and construction issues, and projects.
- Act as the lead of multi-disciplinary teams consisting of project manager(s), planners, real estate staff, financial analysts, tenants, landlords, operations staff, maintenance staff, and other internal and external stakeholders on assigned projects.
- Provide support to the capital budgeting process by developing the scope of work, cost estimate, and preliminary schedule for project approval by the County Executive and County Council. Present information and backup documentation to support and defend project budget request as needed.
- Serve as a liaison between the County, public and permitting agencies.
- Perform other duties as assigned.
- A minimum of five years of design and/or construction experience related to commercial, institutional, or public buildings.
- A bachelor's degree in architecture, engineering, or construction management OR the equivalent combination of education and experience.
- Experience with multiple construction project delivery methods including Progressive Design Build and the State Capital Projects Advisory Review Board (CPARB)
- Knowledge of project management processes, methods, and principles.
- Team building, conflict resolution and negotiation skills to facilitate effective exchange of information, problem-solving, and ability to use collaborative processes to successfully execute projects involving a diverse group of individuals.
- Excellent written and verbal communication skills including effective use of email, memos, letters, presentations, briefings, etc., and facilitation skills required to provide information, present projects/plans, represent the County's position on a project, and solicit input in the resolution of problems: to contractors, elected officials and representatives of other agencies.
- Demonstrated ability to develop, implement, monitor, and report on all aspects on assigned projects.
- Demonstrated analytical and technical ability to develop recommendations on the cost and effectiveness of project assignments, to direct technical projects involving multi-disciplinary teams, to evaluate and resolve policy, budget, tenant coordination, construction, and contracting issues.
- Experience in managing multiple capital projects simultaneously within established timeframes and costs.
- Ability to mediate and/or negotiate contracts, interagency agreements, and regulatory requirements, within King County and with other agencies and consultants.
- Ability and skills working in a diverse project environment and demonstrated commitment to King County's True North Values.
- Knowledge of software programs such as Microsoft Project (or other project scheduling and management tools), Windows, Excel, Outlook, and PowerPoint
- Experience overseeing large, complex projects involving complex security camera and electronic control integrations, within 24/7 government facilities.
- Valid Washington State Driver's License or the ability to obtain timely transportation to remote work locations with limited or no public transportation.
- Prior to an offer of employment, the successful candidate must successfully pass a criminal background investigation.
