Capital Project Manager IV
- Summary
The King County Solid Waste Division (SWD) is looking for an experienced Capital Project Manager-IV (CPM-IV)! This person will lead and oversee the project management of a variety of solid waste capital improvement and non-capital projects by leading project teams, contractors, consultants, and technical/program staff and will ensure seamless project delivery by integrating organizational and stakeholder requirements. Some of the current projects include Cedar Hills Regional Landfill (CHRL) capital projects, recycling and transfer station (RTS) capital projects, and other Solid Waste Division non-capital projects
This position requires the ability to lead staff and manage multiple capital projects from initiation through closeout in coordination with on-going operations and other stakeholder interests; successfully leverage project management tools and expertise to lead, support, and act as an advisor to non-capital project development and implementation; analyze project management business processes to increase the efficiency of project delivery in SWD. This position will support the Project Management Office (PMO) Manager in providing project management oversight, quality control, and implementing and developing project management procedures using Project Management Institute (PMI) and Capital Project Management Work Group (CPMWG) guidelines.
The CPM-IV will be required to manage and support complex and politically high profile projects by ensuring compliance with King County Policies, ordinances, requirements of the SWD Project Management Manual, and other applicable laws. The CPM-IV will also be responsible for leading, mentoring, coaching project teams in the development of SWD projects.

Permanent Telecommuting Requirement: The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Schedule: This full-time Career Service position works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is exempt from the FLSA provisions and is not overtime-eligible. This position is represented by PTE 17A.
Examples Of Job Duties:- Supervise assigned staff for timely and efficient project management of the capital projects. Train, develop, and mentor project managers and other project support staff.
- Coordinate the project management related activities of a variety of SWD projects with internal and external stakeholders to ensure compliance with SWD requirements, King County policies, and other applicable laws and regulations.
- Integrate all project activities at CHRL or siting, design, and construction activities for new RTS's by coordinating with project teams, construction management teams, operations staff, program staff, consultants, and other stakeholders to ensure seamless project implementation.
- Coordinate design, technical analyses, and operations activities as appropriate to effectively plan projects and manage construction programs.
- Manage, support, and/or advise other SWD sections and units on complex and/or politically high-profile non-capital projects by developing and implementing the tools and techniques per the PMI standards and SWD requirements.
- Effectively communicate difficult issues to team members, SWD staff, other agencies, management, and the public. Prepare, present, and discuss technical information and data with managers and staff, project teams, landowners, elected officials, and representatives of other jurisdictions and agencies.
- Oversee the monitoring of project scope, schedule, budget, risk, contracts, and other project management processes.
- Hire and manage contractors and consultants for assigned projects by following King County Procurement policies and procedures.
- Support the Project Management Office Manager in applying industry standards and Lean Six Sigma principles to business process and performance metrics development and implementation for project management.
- Bachelor of Science degree in project management, business, civil engineering or a closely related field, and five years of experience in project management and/or engineering team management, including two years in a public solid waste environment or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position
- At least one year of supervisory or staff management experience with responsibility for direct supervision of staff.
- Project management expertise in applying PMI's global standards for public works projects and programs and knowledge of King County's CPMWG guidelines
- Experience managing very large (>$10 million) public works capital projects.
- Experience in managing technical team members for project delivery.
- Demonstrated knowledge and experience in project management techniques and principles to include budget, scope, schedule development, and monitoring.
- Documented experience in project risk identification, analysis, and management.
- Skill in Microsoft Word, Excel, and scheduling software such as MS Project or Primavera.
- Demonstrated experience in building and leading multidisciplinary project teams and the ability to work effectively with diverse stakeholders, technical, professional, and administrative staff.
- Excellent oral and written communication skills; ability to effectively present proposals, progress reports, and recommendations to work teams, management, and external groups in verbal and written forms
- Proven skills to effectively manage and make recommendations regarding complex project budgets, scopes, schedules, staff workloads, training, evaluation, and mentoring
- Demonstrated experience and skill in problem-solving and conflict resolution, including experience demonstrating successful use of collaborative communication and interpersonal skills to lead, coordinate, or assist workgroups or individuals including consultants and contractors.
- Experience demonstrating the ability to work on multiple complex projects simultaneously under tight deadlines and producing high-quality deliverables in a timely manner.
- Experience with developing standard work processes. Lean/Six Sigma experience and certification preferred.
- A valid Washington state driver's license or ability to travel to various sites in an expeditious manner.
- Project Management Professional (PMP) certification with PMI or equivalent, or ability to obtain certification within six months of start date.
