This position will serve as the Social Services Professional at King County’s Learning Center North (LCN)/Career Education Opportunities (CEO) Reengagement site and within a team of six Social Services Professionals in the Children, Youth and Young Adult (CYYA) Division. This position will engage, enroll, and register participants, and provide college advising, retention, persistence methodologies and services to youth/young adults using support services that span from County, College, and K-12 resource. Youth/young adults will have various barriers to success including low-income parents, homelessness/unstable housing, low-basic skills, justice involvement, etc. Young adults will be enrolled into a comprehensive education and employment program offered through CYYA and provided with services that lead to success in high school completion, employment and post-secondary. The Social Services Professional will ensure and coordinate the engagement with these services.WHO MAY APPLY: This position is open to all qualified candidates that meet the minimum qualifications.

WORK SCHEDULE/CONDITIONS: This is a Term-Limited Temporary (TLT) or Special Duty position anticipated to end December 31, 2022, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PSEU, Local 519.
Teleworking Requirement

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Engage, enroll, and register students dually into Community College’s classes and Re-engagement support services.
- Use extensive college advising experience to engage and use resources to meet students’ post-secondary goals.
- Using colleges, county, and district resources to support students to certification or graduation, for example, extensive understanding of financial aid application, distribution, clubs, benefits, etc.
- Assess young adults to determine eligibility into various programs and barriers to attain program goals.
- Develop individual service plan with short-term and long-term goals, and monitor plan with the young person.
- Develop and maintain effective relationships with youth/young adults ages 16-24 years who have multiple barriers to success, including juvenile justice involvement, high school dropout, etc.
- Counsel young adults in career, vocational/technical goals, employment, and personal issues. Mediate, problem-solve and coordinate individual services for young people.
- Establish strong working relationships with WorkSource and CEO/LCN partners, e.g. Shoreline Community College, Monroe School District, King County Superior Court and Juvenile Rehabilitation Administration, organized labor, community and technical colleges, community-based organizations such as Seattle Education Access, State agencies such as DSHS, and ESD, and become familiar with services and referral procedures of these providers.
- Meet performance-based outcomes per the specific program/grant related to activity completion, competency attainment, GED attainment, persistence-quarter to quarter, in post-secondary programming, certification, graduation, job readiness training completion, internship placements and completions, and job placement.
- Complete required paperwork for the program that may be related to client eligibility, activities, demographics, and outcome attainment. This includes monthly case summaries.

- Experience, Qualifications, Knowledge, Skills
- Bachelors in Social Work, Education, or related field and/or equivalent education and experience.
- At least five years of recent experience successfully providing direct multi-level social services to disadvantaged youth populations within a community college/re-engagement system.
- Demonstrated ability to perform job duties within the context of understanding and applying complex regulations and definitions; and experience providing complete extensive technical documentation, that includes HP 3000 registrations, enrolling, and advising students within the context of State, County, and School District regulations. This ranges from first contact to helping gain campus housing to assisting students to graduation, filling out degree requirements, assisting the transition to University, Career opportunities, or combined.
- Ability to manage multiple systems requirements for billing, accreditation, grading such as re-engagement K-12 regulations, and community college policies.
- Knowledge of juvenile justice and court systems and the ability to navigate resources for youth involved with these systems.
- Demonstrated experience developing and maintaining effective working relations with a diverse population of youth, criminal justice agencies, employers, other staff, community and technical colleges, and community-based organizations as well as within these structures. Specifically experience within a Community College system using multiple resources to braid services for the student.
- Demonstrated experience developing campus success strategies as needed to effectively support youth and assist youth/young adults in completing educational goals and securing quality employment. This includes experience starting clubs, programs, and strategies such as progress report processes and other data driven methods that have successfully supported participants toward their goals.
- Demonstrated ability to work with College’s professors both in supporting educational development but also with developing processes to support students within the programming
- Ability to effectively manage time to work on multiple tasks in high pressure/short deadline environment, and to adapt to changes in workload demand and priorities.
- Strong interpersonal and human relations skills, including conflict resolution techniques, that can be done with colleagues, students, and administration from multiple different agencies such as Community College, City, and County.
- Ability to work in stressful situations involving youth with barriers to success in education and employment.
- Effective oral communication and interpersonal skills and the ability to work both independently and as part of a team.
- Ability to communicate clearly and effectively with youth and employees from diverse cultural and socio-economic backgrounds.
- Proficiency in the use of personal computers, with working knowledge of MS Word, Excel, Access, Outlook and the internet.
- Valid Washington State Driver's License.
- Ability to pass a Washington State Patrol Background check on a post offer/pre hire basis.
