CHERP Program Director
- Summary
As a result of the passage of the newly enacted federal American Rescue Plan Act of 2021, King County will receive significant resources to make transformational changes to benefit our community. The Office of Performance, Strategy, and Budget is creating a Coordinated Housing and Employment Recovery Program ("CHERP") that provides one year of housing and county employment to individuals who are currently experiencing homelessness.
This position, CHERP Program Director, will be responsible for developing and managing a $40 million program scaled to deliver housing and employment opportunities to roughly 300 individuals. Client positions will likely be seasonal or term limited and be located in a variety of existing county programs across several departments. The position will require a high degree of collaboration and cross-departmental coordination in order to successfully provide the necessary services and services. This position will lead and supervise a CHERP Project Manager.
The Office of Performance, Strategy, and Budget ("PSB") serves as the hub of county budget development, strategic planning, performance management, and as a key implementation arm of the County Executive.- Job Duties
- Manage the overall development of a new program that provides housing, a job, and career support to individuals who are currently experiencing homelessness.
- Provide overall management and coordination of the employment portion of the program.
- Provide performance management of the overall program.
- Potentially oversee contracts for employment recruitment from shelters.
- Closely coordinate with the Housing, Homelessness and Community Development Division of the Department of Community and Human Services (DCHS) that will be responsible for housing, vouchers to support housing stays, and related services.
- Coordinate numerous services, such as facilitating access to transportation and supplies, across multiple county departments in support of the program’s clients.
- Create a job matching system (or contract for these services).
- Collaborate with internal and external stakeholders, including county departments such as Natural Resources and Parks, Human Resources, Community and Human Services, Local Services, and the Facilities Management division, as well as community groups and organizations in support of program objectives.

- Experience working with people who have experienced homelessness
- Understanding of the challenges as a result of COVID-19 restrictions
- Knowledge of Federal and State funded grant programs and initiatives
- Experience creating client-oriented services
- Experience working with community-based organizations
- Comfort with senior leadership
- Excellent oral and written communication skills
- Ability to manage and work well in ambiguity

This position is subject to final budget approval from the King County Council and is offered for 12 months. It is possible that the position can be extended based on funding and need.
