- Summary
As a member of the Civil Engineering team in Metro's Capital Division, the Civil Engineer III (Transit Engineer III) will perform proficient level engineering for both major and smaller Transit facility capital projects, including the preparation of engineering designs, specifications, and design reports, assisting project managers with the establishment of project budgets and schedules, and the performance of quality control reviews of consultant designs. This position also provides planning level support to Transit Planners in development of integrated multi-modal transportation facilities. Develop and analyze project alternatives, prepare civil engineering designs, specifications, and cost estimates for transit facility capital projects, primarily for the bus passenger facilities (bus stops, transit centers, and park-and-rides) and transit base facilities.
Prepare predesign reports for civil engineering projects.
Prepare drawings, technical specifications, and cost estimates for civil work.
Coordinate Civil Engineering designs with mechanical, structural, and electrical engineering units.
Prepare drawings, specification sections and estimates for civil work.
Review consultants predesign reports, designs, specifications, and cost estimates for Civil engineering projects.
A major part of the work to be performed by this position involves on-street passenger facilities; often, the engineer may be asked to collect site data with a total station and/or GPS surveying equipment with a designer. Sites could include urban streets, busy intersections, and undeveloped sites in remote parts of King County. The engineer must feel comfortable in performing this type of field work.
Assist project managers with the establishment of and modifications to project scopes.
Assist project managers with the preparation and monitoring of project budgets and schedules.
Assist project managers and construction inspectors with engineering support during construction including submittal reviews and field inspections.
Work with Metro Transit stakeholder groups and local, state, and regulatory agencies, to resolve problems, perform analytical services, prepare construction documents, and address issues related to existing, and planned facilities.
Perform other duties as assigned.
- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications
Bachelor’s degree in civil engineering from a nationally accredited university, their Engineer-In-Training Certification (NCEES Fundamentals of Engineering exam), and at least two years’ experience as a civil engineer OR an equivalent combination of education and experience, with the required registration, that provides evidence of full ability to perform the duties of the position.

Demonstrated analytical capabilities.
Demonstrated ability to be innovative, creative and make independent decisions.
Demonstrated working knowledge in site surveying.
Ability to establish and maintain excellent working relationships with others, work well in a team and work collaboratively with internal and external stakeholders.
Ability to handle multiple tasks and prioritize a diverse workload to accomplish tasks on defined timelines.
Excellent written and oral communication skills.
Metro Transit is a mix of office and industrial environments. The engineer must be able to climb stairs, ladders, access roof and platform mounted equipment, enter confined spaces.
Experience coordinating with engineers in other disciplines.
Experience producing technical and budget documents for a non-technical audience; skills include planning, writing, reviewing, and editing for content and readability.
Working knowledge of software programs such as Windows, Excel, Word, Outlook, PowerPoint, AutoCAD and AutoTurn, SharePoint, Bluebeam, Teams and Web browsers
Desired Qualifications
Direct experience in performing economic life cycle cost analysis including cost estimating.
Working knowledge of pavement design principles.
Experience in civil site development and engineering.
Design experience in storm drainage and sewer design principles and working knowledge of Department of Ecology Western Washington Stormwater Management Manual and King County Stormwater Management Manual.
General knowledge in structural engineering principles.
General knowledge in traffic and transportation engineering principles.
Work experience designing multiple, high profile, complex projects simultaneously.
Knowledge of land use codes associated with parking standards of local jurisdictions.
Experience with AutoCAD or AutoCAD Infra-Structural Suite software.
Experience in working with multi-disciplinary engineering teams.
Special Requirements
A valid WA state Driver's License is required. Out-of-state candidates must have their Washington Driver's License by date of hire OR the ability to travel to other King County locations in a timeline manner.

Our regular business work week is Monday through Friday, 8:00 am - 5:00 pm, though work outside of the normal workday may be required. Alternative work schedules may be considered. This position is considered exempt from the Fair Labor Standards Act and is not eligible for overtime pay.
Temporary Telecommuting Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
