As a member of the Civil Engineering team in Metro's Capital Division, the Civil Engineer IV (Transit Engineer IV) performs advanced level engineering for both major and smaller Transit facility capital projects, including the preparation of engineering designs, specifications, and design reports, assisting project managers with the establishment of project budgets and schedules, and the performance of quality control reviews of consultant designs. This position also provides planning level support to Transit Planners in development of integrated multi-modal transportation facilities.

About the Capital Division

Metro's Capital Division supports new service delivery programs such as RapidRide bus service for busy transit corridors, with signal priority improvements, and provides for ongoing replacement of aging infrastructure and operations facilities. In addition, regular maintenance and upgrades keep Metro's facilities in good repair and support efficient, safe, and reliable transit operations. Metro incorporates cost-effective green building and sustainable development practices in all capital projects that it plans, designs, constructs, remodels, renovates, and operates.

**NOTE: Salary range shown is the 2018 rate ; a new salary rate reflecting a Cost-Of-Living and/or Market Adjustments since 2018 is under contract negotiation and is typically retroactive.

Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Civil Engineer IV, you will also:
  • Develop and analyze project alternatives, prepare civil engineering designs, specifications, and cost estimates for transit facility capital projects, primarily for transit base facilities and bus passenger facilities (bus stops, transit centers, and park-and-rides) .
  • Prepare predesign and alternative analysis reports for civil engineering projects .
  • Prepare drawings, technical specifications, and cost estimates for civil work .
  • Perform civil engineering functions related to site development, on and off- street transi t facilities, multi-modal transportation facilities, and underground utilities .
  • In performing project tasks, apply basic civil engineering principles of construction materials, environmental design, stormwater management, geotechnical engineering, and engineering statics .
  • A major part of the work to be performed in this position involves civil site development ; the engineer may be asked to aid in the design of bus and pedestrian cir culation, erosion control, grading and drainage , pavement , sanitary sewer, water distribution systems, and street improvements.
  • Coordinate civil engineering designs with mechani cal, structural, and electrical engineering units .
  • Review and provide quality assurance on consultants predesign reports, designs, specifications, and cost estimates for civil engineering projects .
  • Assist project managers with the establishment of and modifications to project scopes, budgets, and schedules .
  • Perform the duties of a project engineer on multidisciplinary projects .
  • Assist project managers and construction inspectors with engineering support during construction including submittal reviews and field inspections .
  • Work with Metro Transit stakeholder groups and local, state, and regulatory agencies, to resolve problems, perform analytical services, prepare construction documents and address issues related to existing, and planned facilities .
  • Provide direction to other civil engineers and designers .
  • Provide support t o maintenance personnel as requested .
  • Participate in design charrettes and reviews on Sound Transit regional transportation hubs including light rail stations and bus rapid transit projects .
  • Perform other duties as assigned .
Experience, Qualifications, Knowledge, Skills

We are looking for candidates who meet the following minimum qualifications:
  • Bachelor's degree in civil engineering from a nationally accredited university, active Professional Civil Engineer registration at time of hire and at least five years' experience as a design civil engineer with demonstrated success working on multi-disciplinary engineering projects, OR an equivalent combination of education and experience, with the required registration, that provides evidence of full ability to perform the duties of the position. (Candidates with Professional Civil Engineer licenses in other states will be required to secure professional registration in the State of Washington within six months of employment.)
  • Experience in civil site development and engineering including storm sewer, sanitary sewer, water systems and site civil (grading, pavement, sidewalk, etc.) design.
  • Working knowledge and experience of pavement design principles.
  • Demonstrated success working on stormwater projects including planning, modeling, design, permitting, and services during construction.
  • Working knowledge of Department of Ecology Western Washington Stormwater Management Manual and King County Stormwater Management Manual.
  • Knowledge of sound engineering principles.
  • Demonstrated analytical capabilities.
  • Demonstrated ability to be innovative, creative and make independent decisions.
  • Demonstrated ability in directing/supervising production of construction contract documents.
  • Ability to establish and maintain excellent working relationships with others, work well in a team and work collaboratively with internal and external stakeholders.
  • Demonstrated ability to articulate engineering/design concepts in a team environment with internal and external stakeholders.
  • Ability to handle multiple tasks and prioritize a diverse workload to accomplish tasks on defined timelines.
  • Excellent written and oral communication skills.
  • Metro Transit is a mix of office and industrial environments; the engineer must be able to climb stairs, ladders, access roof and platform mounted equipment, and enter confined spaces. Part of the work to be performed by this position involves on-street passenger facilities. Sites could include urban streets, busy intersections, and undeveloped sites in remote parts of King County.
  • Experience producing technical and budget documents for a non-technical audience; skills include planning, writing, reviewing, and editing for content and readability.
  • Working knowledge of software programs such as Windows, Excel, Word, AutoCAD, AutoTurn, Outlook, PowerPoint, SharePoint, Bluebeam, Teams and Web browsers.
Desired Qualifications:
  • Direct experience in performing economic life cycle cost analysis including cost estimating.
  • Working knowledge in Washington State Department of Transportation Standard Specifications.
  • General knowledge in structural and geotechnical engineering principles.
  • General knowledge in traffic and transportation engineering principles.
  • Work experience designing multiple, high profile, complex projects simultaneously.
  • Knowledge of land use codes associated with parking standards of local jurisdictions.
  • Experience with AutoCAD, Civil3D, and GIS and/or Revit (BIM) design software products.
  • Experience in working with multi-disciplinary engineering teams.
Necessary Requirements:
  • A valid WA state Driver's License is required. Out-of-state candidates must have their Washington Driver's License by date of hire OR have the ability to travel to other King County locations in a timeline manner.

Work Schedule

Our regular business work week is Monday through Friday, 8:00 am - 5:00 pm, though work outside of the normal workday may be required. Alternative work schedules may be considered. This position is considered exempt from the Fair Labor Standards Act and is not eligible for overtime pay.

Work Location
The primary location of the position is at the King Street Center, 201 S. Jackson St., Seattle, WA 98104. However, this is a hybrid position (teleworking and in office). The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
