Summary
The Department of Community and Health Services (DCHS) Behavioral Health and Recovery Division has an exciting Term Limited Temporary or Special Duty (TLT/SDA) opportunity to join the team as a Clinical Specialist-Project/Program Manager III. We are looking for an experienced and organized leader to manage staff who provide utilization management, service authorization, and client services for the division and the King County Integrated Care Network.
This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2023 . If filled by a King County employee who has passed their initial probation, the TLT will be a Special Duty Assignment.

Job Duties
SCOPE OF JOB DUTIES - To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Supervise staff who authorize behavioral health benefits for persons with intensive treatment needs and who provide related care management services.
- Lead employee development, performance management, employee engagement activities, and facilitation of section staff meetings.
- Coordinate with Managed Care Organizations to ensure delegated responsibilities are within the scope and operated in a manner that benefits clients in King County.
- Act as Chair of a Clinical Provider's workgroup responsible for reviewing the clinical quality of care issues, developing recommendations, and for reviewing and recommending the implementation of evidence-based practices.
- Ensure that the inpatient authorization function coordinates where appropriate with outpatient and crisis services.
- Provide clinical technical assistance to providers in areas identified through utilization management, contract compliance site visits, and of the clinical manager's workgroup.
- Provide technical assistance to BH-ASO and KCICN contracted providers to implement recovery-oriented services.
- Manage and participate in the treatment plan development process for those clients whose treatment needs, and service costs greatly exceed the benefits normally provided.
- Develop and maintain internal policies and procedures, job aids, and inter-rater reliability exercises related to clinical staff functions.
- Demonstrate principles of equity and social justice and the ability to work with individuals and/or groups from diverse backgrounds.
WE ARE LOOKING FOR CANDIDATES WHO:
- Are a qualified Mental Health Professional (MPH) as defined by Washington Administrative Code and current licensure as a social worker, therapist, psychiatric nurse, and/or registered counselor.
- Have experience providing direct behavioral health services, including care coordination, in a community center serving low-income, publicly funded individuals.
- Demonstrate strong interpersonal skills including collaboration, team player, and good listening skills.
- Have experience providing supervision in direct behavioral health services, including care coordination, in a community center serving low-income, publicly funded individuals. Knowledge of and experience working with culturally diverse populations.
- Are knowledgeable in behavioral health recovery principles and practices.
- Have recent experience working with and advanced knowledge of the behavioral health residential treatment delivery system.
- Have knowledge and experience in Centers for Medicare and Medicaid Services (CMS) rules and regulations related to behavioral health and the Mental Health and Addiction Equity Act application to Medicaid programs.
- Knowledge of and experience with clinical services provided through King County contracted behavioral health agencies.
- Experience working with King County Providers.
- Substance Use Disorder Professional (SUDP) as defined by Washington Administrative Code 246-811-010 and Revised Code of Washington 18.205.
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director, or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.
- This position is not represented by a union.
- The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
