Public Health Seattle & King County (PHSKC) is seeking to fill two (2) Career Service Project/Program Manager IV positions to support the Communicable Disease Epidemiology and Immunization Section (CD-IMMS) as Branch Managers. These positions will work closely with other members of the CD-IMMS Section, including managers, program leads/subject matter experts (SME), public health nurses, disease investigators and epidemiologists. These positions will report to the Communicable Disease Investigations Team Manager in the CD-IMMS Section of the Prevention Division.
The Healthcare Associated Infections (HAI) Branch Manager (PPM IV) will lead strategic planning and HAI program expansion to establish an HAI Center of Excellence within PHSKC in partnership with Washington Department of Health (WA DOH) and the Centers for Disease Control and Prevention (CDC). This HAI program is intended to build local capacity to address HAIs and outbreaks within King County, where the majority of the state’s healthcare facilities are located.
The Enterics Branch Manager (PPM IV) will lead strategic planning and provide oversight and support for a multidisciplinary team responsible for investigation, response, and prevention of enteric diseases and foodborne illnesses.
We may hire up to an additional two (2) Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) PPM IV positions for other communicable disease focus areas from this recruitment within the next four months from this posting. The duration of these TLT/SDA positions is anticipated through December 2023 but may end earlier if the program’s needs change.
All Branch Managers will be responsible for providing technical and clinical expertise and guidance to internal and external partners; centering race and equity in public health activities; directly supervising Program Lead/Subject Matter Experts and other staff; providing management and oversight of a team focused on disease surveillance, investigation, education, prevention and response activities; overseeing and providing guidance and training on infection control and prevention activities; informing and developing protocols and policy; collaborating with and sharing resources with other jurisdictions and community partners; representing Public Health to community partners and stakeholders; and supporting other Section activities.

The Branch Manager positions will have the following job duties:
- Lead program planning and development, work prioritization, and strategic planning
- Oversee and manage notifiable disease surveillance, case and outbreak investigations, implementation of disease control measures, prevention efforts, and public notifications
- Supervise Program Lead/SME staff, including hiring, onboarding, coaching, mentoring, developing, and constructively and fairly evaluating staff with a variety of backgrounds and experience
- Provide information and technical assistance to other Section staff, Departmental programs, community partners, and to the public
- Provide technical consultation and infection prevention support to healthcare providers and facilities
- Provide clinical guidance in accordance with established state and national guidance and in consultation with the Section Chief.
- Oversee and contribute to development of protocols, presentations, educational materials, toolkits, and trainings for internal staff and key stakeholders
- Contribute to design, implementation, and evaluation of surveillance systems, databases, special projects/programs, and for related program activities
- Contribute to interpretation of data analyses and oversee reporting of findings via public health blogs, dashboards, websites, community meetings, media interviews, scientific publications, reports, press releases, and planning documents
- Collaborate with internal staff, Office of Equity and Social Justice staff, and community stakeholders to develop systems and policies that advance equity and social justice and ensure successful and equitable outcomes
- Represent Public Health with internal and external partners through meetings, coalitions, healthcare facility networks, workgroups, community presentations/trainings, public/provider messaging, and other formats as indicated
- Coordinate with internal staff, other County staff and state agencies to ensure compliance with local, state and federal regulations and participate in audits of County records performed by these agencies
- Manage contracts or grants
- Seek and apply for new grant opportunities and serve as the technical expert for grant applications, by researching, collecting and assembling data in conjunction with the Analytics & Informatics team
- Support continuous process improvement through evaluating key metrics and business processes, providing feedback, resolving issues and implementing changes
- Notify/consult with Team Manager, Deputy Chief, or Chief when managing complicated, unusual, or high-priority cases, investigations and activities
- Provide back-up coverage to other PPM IV/PHSS and Program Lead/SME staff on the CD-IMMS Investigations team as needed
- Perform other duties as assigned
- Participate in Section's response during outbreaks and emergencies; assist with after-hours disease investigation and response activities, as assigned and approved by the supervisor
- This position is also in the rotation for on-call coverage after hours and on weekends, approximately 6-8 weeks per year
- Collaborate with WA DOH and other partners to establish PHSKC as an HAI Center of Excellence, focused on improving local capacity within public health and healthcare facilities to address HAIs and outbreaks
- Oversee and manage infection control breach investigations and Infection Control assessments (ICARs) within healthcare facilities
- Monitor and evaluate the HAI program to ensure we are meeting grant deliverables, budget, work deadlines, and programmatic outcome goals

Minimum Qualifications:
- Two (2) years of progressively responsible supervisory, management, and mentorship experience
- Two (2) years of experience with program management, planning, development, and evaluation
- Demonstrated leadership skills in directing the complex work of a large, multidisciplinary staff and building effective teams while ensuring/promoting staff well-being at work
- Specialized training or experience and comprehension of communicable disease epidemiology and clinical characteristics, surveillance systems, disease investigations and control measures, with specific experience in healthcare associated infections and outbreaks (if applying to the HAI Branch Manager position) or enterics/foodborne infections and outbreaks (if applying to the Enterics Branch Manager position)
- Experience in protocol development
- Experience in analyzing and summarizing data and database development/management
- Experience using data to guide development of policies or public health decision-making
- Ability to develop and maintain strong relationships with colleagues at all levels and to manage conflict effectively
- Demonstrated ability to incorporate principles of equity and social justice into program development and implementation, including working with diverse populations (race, ethnicity, gender, ability, age, sexual orientation, and socio-economic status) in a culturally competent manner
- Must display good judgment and comfort in making independent decisions even in the absence of sufficient information, while understanding limitations and elevating as needed
- Demonstrated ability to work well under pressure and effectively manage and prioritize multiple competing priorities/projects under a rapidly changing environment, and carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner
- Demonstrated ability to effectively communicate orally and in writing with supervisor, co-workers, healthcare providers, the general public, and other local, state, and federal partners for the purposes of relaying time-sensitive information and making presentations, proposals, and recommendations
- Demonstrated ability to work in community settings without onsite supervision
- Fluency in Microsoft Office applications (Outlook, Word, Excel, SharePoint)
- Two (2) years of Infection Prevention experience in healthcare or public health settings
- Certification in Infection Prevention and Control (CIC) ® or willing to obtain certification within one year of hire
- Experience with strategic planning
- Demonstrated skill in grant writing and managing grants and contracts
- Experience in interpreting guidance and adapting the CDC, WA DOH, or PHSKC guidance to various settings
- Master's in Public Health OR related field OR equivalent education/experience
- Experience working with a local or state public health agency
- Knowledge of county hiring and contracting procedures

- For the HAI Branch Manager position:
- Five (5) years of Infection Prevention experience
- Experience conducting onsite infection control assessments (ICARs) in healthcare settings
