Summary
The Design and Civic Engagement (DCE) Section within King County's Information Technology (KCIT) Department is seeking a mid-level Communications Specialist (visual designer). The designer will work with clients to understand project goals, develop and refine messaging, and create accessible and effective visual design solutions that represent King County in an engaging and professional manner, while aligning with established branding. This position will use design principles to interpret and illustrate technical and non-technical content, policy information, and georeferenced data into visual formats that can be easily understood by a variety of audiences. While most of the design deliverables will be digital, the job also requires management of printing services, as needed. The designer will collaborate with a variety of staff in the DCE team (Web, UX and social media) and other teams throughout King County (project/program managers, planners, engineers, scientists, and GIS/data professionals). Audiences include the general public, King County employees, technical staff, scientists, King County partners, and decision-makers.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
- Apply design principles to creatively identify methods, applications, and info/data needed to produce engaging visual communication products. Products include presentations, infographics, interpretive illustrations, environmental and interpretive signage, technical and non-technical reports, collateral, maps, ArcGIS StoryMaps, social media campaigns and web/mobile user interface design for a variety of platforms and devices.
- Manage and produce several large and small projects concurrently, developing schedules and cost estimates as needed.
- Work independently and collaboratively with other designers. Manage time and phase projects according to needs of the customers.
- Use attention to detail when working on multiple simultaneous projects and timelines.
- Coordinate with internal and external service providers, i.e., King County Print Shop and sign vendors, to ensure products are high quality, on-time, and within budget.
- Represent the visual design group in cross-functional team and client meetings as the visual communications expert.
- Act as a consultant to assist clients in planning their visual communication projects.
- Consult with customers about appropriate use of King County logo and other design standards to maintain King County's brand identity.
- Meet ADA and other accessibility requirements.
- Operate and troubleshoot design and production software and MacOS as needed.
- Archive completed projects using Adobe Experience Manager (AEM).
- Perform other related duties as assigned.
- Eight or more years of experience in graphic design or visual communication related field
- Expert level Adobe Creative Cloud applications (Illustrator, Photoshop, InDesign, Acrobat)
- Expert level using macOS
- Expert level working in Office 365 (Word, Excel, PowerPoint, Teams, SharePoint, OneDrive)
- Bachelor's or higher degree in design or a design-related field, or equivalent experience
- Expert knowledge of graphic design and production processes
- Manage multiple competing priorities with tight deadlines while working on complex, highly visible, urgent, and politically sensitive projects
- Strong organizational, problem-solving, and time-management skills
- Strong conceptual skills including a high-level sense of design, layout, and typography
- Skilled in establishing positive collaborative relationships with peers and being part of a team
- Ability to learn quickly and be adaptable
- Relate well with customers, build effective and constructive relationships
- Ability and flexibility to occasionally work after hours on emergency projects
- Willingness to learn new skills and work on challenging tasks and projects
- Experience in project or program management
- Strong verbal and written communication skills
- Experience working in a public sector organization
