The core job responsibilities revolve around the creation, publishing and updating of technical and operations manuals related to the wastewater treatment systems and equipment for use by King County Operations and Maintenance personnel to properly operate/maintain installed equipment.
What does a successful employee look like in 3 months, 6 months, and 12 months?
3 months - Establish relationships with all crafts and operations staff. Become familiar with O&M manual formatting, update process and publishing.
6 months- independently navigate Blue Cielo (Drawing Management System), SharePoint and software associated with document/form updates.
12 months - work independently to create/update/maintain O&M and technical manuals for King County WTD personnel.
Who is Eligible - This position is open to the general public and King County Employees.
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
Core Work Duties
- Write and maintain technical documents including but not limited to: operator manuals, standard operating procedures (SOP), training manuals, maintenance procedures, in accordance with internal and regulator specifications and requirements
- Research and collect information from a variety of sources including engineering drawings, design specifications, project reports, vendor operations and maintenance manuals, start-up plans and procedures, etc.
- Write and maintain physical functional descriptions, control strategies, control options, alarm information, and troubleshooting.
- Ensure that the documents are clear, concise, and technically accurate. Use photographs, drawings, diagrams, animation, and charts to increase users' understanding
- Manage the content and format of the operations SharePoint / Intranet platform. This platform is the primary resource for approximately 600 employees in retrieving industrial Operations and Maintenance guidance.
Minimum Qualifications
- Bachelor's degree in technical writing, communications, business, or closely allied field
- Two years of professional technical writing experience in an industrial setting for operations and maintenance groups; or a combination of experience and education that meet the requirement.
- Skill in the use of personal computers, word processors and database management software
- Ability to read, analyze, and interpret engineering specifications, engineering drawings, charts, wiring diagrams and schematics
- Demonstrated knowledge in the publications process
- Demonstrated knowledge of communications principles, methods, and materials
- Demonstrated knowledge of research methods and techniques
- Demonstrated experience in customer relations
- Demonstrated experience in presentation methods and techniques
- Knowledge of government and community processes and structures
- Knowledge of regulatory and legal requirements for projects and programs
- Demonstrated experience of photography and videography concepts
- Demonstrated knowledge negotiating and/or facilitating skills
- Demonstrated interpersonal skills
- Demonstrated leadership skills
- Demonstrated ability to take complex, technical information and translate it for colleagues who have nontechnical backgrounds
- Skills in identifying and assessing the communication needs of targeted audiences
- Superior skill in Adobe Illustrator, Adobe Photoshop, Adobe FrameMaker, SharePoint, and range of Microsoft products (e.g., Word, Power Point, Excel).
- Possess a Technical Writing and Editing (TWE) Certificate Skill in interpreting and evaluating manuals and catalogs
- Be skilled in taking the initiative to identify improved or more-effective communications strategies
- Proficient using Adobe FrameMaker
