Summary
This position is open to all King County Employees and the general public.
King County Metro's Transit Facility Division is seeking a talented and dedicated Communications Specialist (PPM II) to join our team. As a Communications Specialist, your primary responsibility will be to provide a wide range of communication services that effectively convey the agency's purpose and facilitate seamless internal and external information flow. This includes managing media relations, publicity, issue management/strategic planning, marketing communications, employee communications, technical writing, and production of communication/marketing materials, as well as fostering public participation.
In the Transit Facility Division (TFD), our goal is to develop and implement a comprehensive and ongoing communications strategy that supports the division's diverse workforce, including non-native English speakers and employees who may not have easy access to King County email accounts. We have identified three strategic priorities for this role:

Position information: This recruitment will be used to hire 1 Special Duty Assignment/Term-Limited Temporary vacancy with a duration of up to 2 years, through 12/31/2024. It will also create an eligibility pool to fill future Career Service, Special Duty Assignment/Term-Limited Temporary vacancies that may become open for this classification within TFD. The pool will be valid for 12 months upon creation and may be used at the discretion of the hiring manager(s) until exhausted or until all candidates are placed.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore eligible for overtime pay. Work hours are normally Monday through Friday, 8:00 a.m. - 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.
Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking, complemented by onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . - Develop and implement communication strategies to effectively disseminate information about programs, policies, and initiatives.
- Coordinate and promote special events, services, and programs in collaboration with internal and external organizations to ensure broad participation and engagement.
- Conduct research and collaborate with relevant stakeholders to create engaging and informative communications materials for public and internal audiences.
- Monitor and manage the budget allocated for communication program elements, assess budgetary needs, and ensure responsible expenditure of funds.
- Engage with specific target audiences to provide accurate information, address concerns, and facilitate problem resolution.
- Serve as a spokesperson or liaison for the agency as needed, representing the organization in internal and external communications and interactions.
- Contribute to the development of comprehensive communication plans and strategies to achieve organizational objectives.
- Identify key target audiences for communication initiatives and determine the most appropriate methods to reach them effectively.
- Provide expert advice and guidance on communication matters to internal stakeholders, offering counsel to support their communication needs.
- Prepare and deliver presentations, utilizing effective communication techniques to convey information clearly and persuasively.
- Develop and implement a project proposal to build relationships with local trade schools, unions, and trade programs to enhance recruitment efforts for TFD's trades.
- Conduct research to identify potential candidate pools and explore collaboration opportunities with trade-related organizations.
- Establish and maintain relationships with trade schools, unions, and trade programs in multiple regions to foster partnerships and facilitate recruitment.
- Create a pathway for potential candidates, providing information and resources to guide them through the application process.
- Design and host workshops or informational sessions to engage potential candidates and showcase career opportunities within TFD.
- Collaborate with internal stakeholders to gather information and resources for recruitment materials and communication efforts.
- Develop and implement communication strategies to promote TFD's recruitment initiatives and attract qualified candidates.
- Monitor and evaluate the effectiveness of recruitment efforts, making adjustments as needed to achieve desired outcomes.
- Collaborate with other departments or agencies to leverage resources and expand recruitment opportunities.
- Stay updated on industry trends and best practices in recruitment and make recommendations for continuous improvement.
- Perform other duties as assigned.
- Experience creating and providing digital information to external customers.
- Experience delivering customer service via multiple platforms (in-person, phone, email, online chat, etc.).
- Experience using social media platforms.
