Public Health—Seattle & King County seeks an outstanding operational leader, strategist, and systems-navigator who is committed to equity and serving marginalized populations, and who excels at inspiring, supporting and managing people, to serve as the Deputy Director of the Community Health Services (CHS) Division. In this position, you will join the CHS Leadership Team, oversee the key operational infrastructure that supports CHS services, navigate fluidly in a dynamic, political and heavily-matrixed organization, collaborate with internal and external partners, and be accountable to employees and a culture that values racial justice and community driven programming.
COMMUNITY HEALTH SERVICES:
The purpose of CHS is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system as well as assures access to quality services through partnerships and regional programs. The Division’s 2021-22 biennial budget is $295 million, with more than 580 employees. Approximately 80,000 clients are served annually in the Public Health Center system. In addition, our regional partnership programs support service delivery to more than 300,000 people annually.
The Deputy Division Director is a member of the CHS Leadership Team and shares in the responsibility to develop and promote a work culture that leads with Racial Justice, promotes resilience, is trauma-informed, and fosters respect between all employees. Three of the overarching County initiatives that guide the work of CHS are being equitable and racially just, emphasizing community and employee engagement, and pursuing social justice. Additionally, PHSKC strives to be a trauma-informed agency and in this context CHS focuses on promoting trauma-informed care and promoting resilience in its workforce, clients, and community.
The Public Health Centers in CHS provide comprehensive clinical care delivered through a framework of evidence-based practices. Primary populations include:- Low income pregnant people and people with young children and
- Low income marginalized adults including:
- People experiencing homelessness,
- People with chronic and multiple medical, mental health and substance abuse conditions, and
- People with limited access to services due to cultural, immigration, or language barriers.
There are six core program services delivered at our Public Health Centers:- Parent Child Health programs including First Steps (Maternity Support Services [MSS]/Infant Case Management [ICM]), Nurse Family Partnership, and Children with Special Health Care Needs,
- WIC (Women Infant and Children Supplemental Food Program),
- Family Planning including health education,
- Primary Care,
- Clinical Dental Services, and
- Enrollment into health insurance and other benefit programs.
Not all Public Health Centers offer every program. All Health Centers offer First Steps and WIC, which account for more than 60% of the services provided by the Public Health Center system. First Steps and WIC are also delivered by four Regional Teams (two in North King County and two in South King County).
CHS also delivers several regional “partnership programs”. Through these programs, investments are made in and partnerships formed with community-based agencies to fulfill the division’s purpose. Partnership programs include but are not limited to:- Access & Outreach – Enrollment in public benefits such as, Medicaid, Qualified Health Plans, the county’s low-income public transportation program (Orca LIFT), Basic Food, and much more; and connects people to health services.
- Health Care of the Homeless Network (HCHN) – Primary health care, behavioral health care, outreach, and other connective services to provide accessible and trauma-informed care to People Experiencing Homelessness.
- School-Based Health Partnerships - Investment and in and system development for school-based health strategies; primarily school-based health centers.
- Child Care Health Program – Interdisciplinary team provides health and safety support to early learning and child care settings.
- Community Health Partnerships – Investment in local safety net health care providers, primarily but not exclusively community health centers, to promote system coordination and improve quality and equitable health care.
ROLE OF THE DEPUTY DIVISION DIRECTOR:
The primary role for the Deputy Division Director is as a co-leader of the CHS Division, with responsibility for oversight, strategic direction, and operational priorities. This position reports to the CHS Division Director. The Deputy Division Director is pivotal in building a work environment that promotes inclusion, teamwork, a culture of learning and continuous improvement, and which fully enables the staff to utilize their skills and competencies in the service areas provided.
The Deputy Division Director represents the division and its director in a variety of leadership roles in the Public Health department and King County government. In particular, this position assumes direct responsibility for: director-level Human Resources/Labor Relations opportunities and issues including leading or organizing CHS’ participation in collective bargaining negotiations that are led by the King County Office of Labor Relations; partnerships with local municipalities, including maintaining a strong relationship with the City of Seattle; and major real estate and facilities decisions and actions. The Deputy Division Director will also provide oversight and direction to one or more of the partnership programs.
The Deputy Director represents CHS on the Department’s Deputy Operations team that meets monthly. This position works closely with the Department’s Chief Administrative Officer and the Deputy Director of Public Health’s Administrative Services Division on numerous Department and Countywide initiatives including information technology (e.g., Office 365 migration and IT investments), contracting standards and practices, employee engagement planning, and the ‘future of work’ (e.g., post-pandemic ongoing telecommuting for some employees and return to in-person work for others).
The Deputy Director also helps to support the business planning of Public Health Center and partnership programs. Business planning:- Emphasizes fulfillment of the CHS purpose statement (CHS strengthens King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities),
- Is informed and driven by engagement with the marginalized communities that the program serves, and
- Results in service delivery models that are financially sustainable.
In a heavily matrixed organization, the Deputy Division Director works closely with the Public Health Center Regional Health Administrators, Program Quality Manager, Operations support staff, and Finance & Administrative Services Manager, who provide programmatic, budget and quality oversight of the programs offered in the division. CHS has Program Managers or Health Services Administrators for Parent Child Health programs, WIC, Family Planning, Dental, Primary Care, and each partnership program. The Deputy Division Director may have supervisory responsibility for program managers or administrators in the Public Health Center system. The Deputy Division Director also works closely with the CHS Medical Officer and Chief of Dental Services, as well as with Human Resources, in order to ensure that CHS implements sound business practices, makes impactful investments in partnerships, and provides excellent care.
During a public health emergency or crisis, the Deputy Division Director will work with Department and Division leadership, Area Managers, Program Managers, and community partners to address the emergency. The role of the Deputy Division Director may include the following:- Working with Area Managers, Program Managers, unions, Human Resources, and Labor Relations staff, redeploy Public Health Center employees to perform emergency response functions.
- Working with Area Managers and Program Managers, change how CHS services are delivered and prioritize services.
- Develop, implement, and manage emergency response strategies outside of the customary CHS services and operations.
During this past year, CHS was called upon to develop, implement, and manage major COVID-19 response strategies including testing and vaccinations. CHS was also called upon to respond to the King County and PHSKC declaration that Racism is a Public Health Crisis and to intensify its work to advance racial equity and justice. The Deputy Division Director has leadership responsibilities in responding to both of these public health emergencies.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.
