Summary



The Department of Adult & Juvenile Detention (DAJD) is accepting applications to fill one (1) full-time Community Programs Coordinator (PPM III) vacancy at the Judge Patricia H. Clark Children and Family Justice Center in Seattle with the Juvenile Division.

The Community Programs Coordinator will report to the Juvenile Programs Manager and will focus on enhancing community-led programs including mentoring, life-skills, recreational, vocational, skill-building, and youth development within secure detention. This position will be responsible for assisting with the development of the contracts along with monitoring the key performance indicators as outlined in the contract.

The Juvenile Division is responsible for the care and custody of youth who are detained in the Juvenile Detention Facility. The Juvenile Division is committed to a philosophy of balanced and restorative justice, moving from a system that criminalizes vulnerable youth to one that supports them in leading safe, productive lives. While King County has significantly reduced the number of youths detained in our facility and continues to develop alternative programs to further reduce the reliance on detention, youth who are detained in our secure detention facility are managed in a manner consistent with national best practices in juvenile justice. DAJD is striving to provide in custody and community-based services that are data informed, advance safety, lead system change and promote equitable outcomes for the people we serve. The Department of Adult and Juvenile Detention is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies.

This recruitment will be used to fill the current career service vacancy, as well as create an eligibility list which may be used to fill future Project/Program Manager vacancies, including career service and TLT/SDA within the Juvenile Division for up to 18 months.

Job Duties



Some of the important duties in this position will include:
  • Design, implement, and manage the ongoing performance of assigned community-led programs within the Juvenile Division, key aspects of which include:
    • Build community partnerships with organizations working with young people involved in the criminal legal system.
    • Provide programmatic leadership in designing and executing requests for proposal (RFP) or similar procurement processes that honor community partnership, apply subject matter expertise, and achieve positive change for youth in custody.
    • Provide leadership and subject matter expertise on program models that benefit youth in custody.
    • Provide leadership in negotiating and drafting contracts and supporting Juvenile Division to nurture partnerships with contractors and employ best practices in effective contracting and stewardship.
    • Establish measures of success, acceptance criteria, and methods to track, control, and report community-led programming.
    • Monitor contract performance to ensure timely payment, use of data to inform continuous process improvement, attainment of program outcomes, and strong county-contractor partnerships.
    • Providing ongoing technical assistance to support contract partners in reducing barriers to program success.
    • Ensures that the programming provided is culturally and gender responsive to meet the needs of all youth in custody.
  • Collaborate with other coordinators, as well as with teammates from the division's operations, to ensure streamlined processes that best serve contract partners and program participants.
  • Keep up to date with emerging local and national trends and insights and identify evidence based and/ promising community-led program opportunities for youth in secure custody in juvenile detention.
  • Provide leadership in budget tracking for assigned programs.
  • Assist and provide leadership in the Juvenile Division's conceptualization, drafting and distribution of program reporting.
  • Meet with the staff and the youth to determine the programming needs and identify the community providers to partner with to address such needs
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills



We are looking for candidates who:
  • Skilled in community partnerships and previous demonstrated success in organizing, planning, and executing projects from vision through implementation.
  • Have the demonstrated ability to work independently to manage complex programs in a fast-paced project environment.
  • Working knowledge and experience with industry standard project management tools such as Microsoft Project, SharePoint, and Work Breakdown Structure (WBS). Proven ability to effectively assess, manage, and communicate project risks
  • Excellent verbal and written communication skills
  • Working knowledge and experience in scheduling and facilitating meetings on virtual platforms such as Microsoft Teams and Zoom.
  • Experience managing contract deliverables and contractor compliance with project scope and outcomes.
  • Ability to engage and work across multiple disciplines, sectors, and jurisdictions (e.g. Community, Courts, County Executive and Council, and county agencies).
  • Proven experience managing projects from start to finish, delivering on-time, and within scope and budget.
  • Capable of producing presentation quality reports, respond to county provisos, and other internal and public-facing communications.
  • Ability to effectively engage in communication efforts that involve problem-solving and conflict resolution.
  • Ability to effectively and efficient manage time, timelines, and project timetables.
  • Knowledgeable of trauma informed care and best practices for youth in custody in secure detention

WORK SCHEDULE: This position will work a 40-hour workweek. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. However, may be subject to change as otherwise negotiated with the successful applicant.

This position is exempt under the provisions of the federal Fair Labor Standards Act (FLSA),
meaning that it is not eligible for overtime pay or compensatory time accrual, and the incumbent will be required to work the hours necessary to meet position responsibilities.

WORK LOCATION: The work associated with this position will be performed primarily onsite at the Judge Patricia C. Clark Family Justice Center at 1211 E. Alder Street, Seattle, WA 98122. A minimal amount of telecommuting will be allowed. Most of the work time will be onsite in a secured juvenile detention facility. Candidates must be willing and able to report to work at different locations for meetings and events, as when necessary.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. A valid Washington State Driver's License is required by the time of hire.

Employees will be provided with a County issued laptop and, when working remotely, must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
