Community Vaccination - Project/Program Manager III
- Summary
Public Health–Seattle & King County’s COVID-19 Vaccination Program and Community Mitigation & Recovery have an exciting opportunity for 3 Project/Program Managers to support the department’s COVID-19 vaccination efforts.
Community Vaccination Program Managers will manage a team of professional staff to provide access to COVID-19 vaccine in ways that best meet the needs of our communities. Community Vaccination Program Managers will work with community organizations to plan and execute one-day Community Vaccination Events and to also tailor outreach and services to communities at high- and medium-volume vaccination sites. Many communities experience barriers to accessing vaccine through the healthcare system and at primary care providers, and Community Vaccination Program Managers will unify community partners’ expertise, relationships, and resources to provide vaccine to those populations who need it the most. The Community Vaccination Program Manager positions are funded through December 2021.

- Coordinate with community-based and faith-based organizations to host Community Vaccination Events and support tailored outreach and services to communities at high- and medium-volume vaccination sites.
- Communicate different options to vaccine access to community partners and build support for community-centered vaccine strategies with vaccine providers (i.e., healthcare partners).
- Supervise and manage team of Community Vaccination Event Coordinators. Monitor staff performance, provide feedback, and develop training plans to ensure team is successful in planning and executing Community Vaccination Events.
- Develop processes and write standard operating procedures (SOPs) for team to follow when providing on-site logistical and operational support to Community Vaccination Events.
- Resolve operational challenges by providing consultation, technical assistance, and support to community partners and vaccine providers.
- Solicit and receive feedback from community partners following Community Vaccination Events or following appointments at high- and medium-volume vaccination sites. Use feedback to develop corrective actions and establish improvement plans for future efforts.
- Develop funding guidance and ensure the necessary agreements and documentation are appropriately gathered and collected to support compensating community organizations that help host Community Vaccination Events or support outreach and services at high- and medium-volume vaccination sites.
- Track key data points and provide programmatic updates to leadership within Public Health’s COVID-19 Vaccine Program. Raise issues and make recommendations for additional resources or support as needed.
- Initiate programmatic meetings and collaborate with leaders of mobile vaccine strategies to comprehensively address community partners’ barriers to vaccine access.

- Experience, Qualifications, Knowledge, Skills
- Demonstrated program development skills, including analysis of root causes, use of workplans, delegation of work to team members, and implementation of feedback mechanisms to monitor performance.
- Demonstrated project management skills with the ability to handle multiple projects simultaneously, manage ambiguity, and practice flexibility to adapt to changing tasks, work environments, or schedules.
- Demonstrated experience supervising multidisciplinary team and the ability to lead teams in the development and implementation of public health programs and interventions.
- Strong communication and customer service skills, including the ability to clearly communicate complex information to different audiences with varying levels of background knowledge.
- Demonstrated ability to practice cultural humility, a deep commitment to equity and social justice, and experience engaging historically underserved people or communities in decision making.
- Prior experience working with and/or lived experience within BIPOC or other underserved communities.
- Ability to travel to and from Community Vaccination Event sites across King County on a regular basis.
- Proficient computer and typing skills including advanced knowledge of the Microsoft Office Suite; specifically: Teams, Outlook, Word, Excel, and PowerPoint.
- WA State Driver License and ability to drive a county car at community meetings and events.
- Experience in interpreting and adapting guidance from public health agencies, such as the Centers for Disease Control and Prevention (CDC), WA Department of Health (DOH), and/or Public Health–Seattle & King County.
- Knowledge of Public Health – Seattle and King County’s COVID-19 vaccine strategies and principles for equitable vaccine delivery.
- Knowledge of COVID-19 vaccine products, including storage and handling and administration.
- Experience with planning and organizing vaccine clinics that serve diverse populations and communities experiencing barriers to vaccine access.
- Experience functioning as a liaison to community partners and supporting the co-creation and implementation of public health programs and interventions;
- Bi- or multi-lingual proficiency or fluency.

Covid-19 Vaccination Requirement
As of October 18, 2021, most* King County employees are required to be fully vaccinated against COVID-19. If hired, you will be required to submit proof of vaccination by October 18th. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine. Work Schedule
The typical work schedule is Monday – Friday, 8AM – 5PM, but some evening and weekend work will be required. This role is FLSA exempt and is not eligible for overtime.
Work Location:The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1100, Seattle. This position requires travel to community meetings and events.
Telecommuting
Some work associated with this position will be performed through teleworking with reporting to office location, vaccination events, and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
