The Solid Waste Division (SWD), Recycling and Environmental Services Section (RES) is recruiting for a skilled, enthusiastic, and dedicated Construction and Demolition (C&D) Waste Enforcement Lead (Health and Environmental Investigator III). The position plays a critical role in the C&D Program, providing guidance and education on C&D recycling and waste handling to facility operators, contractors, and other stakeholders who generate and manage construction and demolition waste. This is a Term-Limited Temporary (TLT) position which is expected to end in two years. This position is open to all qualified applicants and available to King County career service employees as a special duty assignment.
Under the direction of the program supervisor, the enforcement lead oversees recycling and waste management requirements mandated by King County code (Title 10.30) and written agreements with designated recycling and disposal facilities. The responsibilities for this position focus on the following project tasks: regulatory oversight of solid waste handling facilities, confirming construction and demolition waste is sent to designated recycling and disposal facilities, interpreting technical requirements and ensuring compliance with regulations and written agreements, and outreach and education on C&D waste handling requirements among the regulated community and partners. Work Schedule: This full-time position works a 40-hour work-week, Monday through Friday. This position is exempt from FLSA provisions and is not overtime-eligible. This position is represented by Protec 17.
Solid Waste Division Profile: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal and recycling services for residents and businesses in all of King County, except for Seattle and Milton. The division also provides regulatory oversight of Construction and Demolition (C&D) debris management within its service area. The primary objective of the division is Zero Waste of Resources and proper disposal of waste. In addition, the division manages the countywide green building program (GreenTools) which promotes resiliency in the built environment, both internally with County operations and externally with numerous cities and building industry stakeholders.
SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population as a whole. Construction activity in the service area generates approximately 900,000 tons of debris per year.
Examples of Job Duties:- Responsible for managing the Construction and Demolition (C&D) waste management compliance program.
- Enforce regulations and provisions of written agreements, including warning letters, citations, and orders.
- Conduct project management tasks which include: conducting C&D facility and job site investigations to ensure compliance with King County Solid Waste Division codes, policies and written agreements.
- Provide culturally competent education, technical assistance, and regulatory compliance guidance to regulated entities, public agencies, and the public.
- Maintain stakeholder partnerships with regulated entities and partners.
- Ensure that programs are leading with equity and social justice and providing excellent service delivery to the public and to our partners.
- Develop program work plans, prepare and update program procedures, conduct QA/QC, and prepare status reports for program activities.
- Develop standard operating procedures, maintain and update or revise regulations
- Prepare and deliver presentations to a wide variety of audiences.
- Participate in long-range program planning and policy development.
- Stay current on best practices and local, state, and federal environmental regulations related to solid waste facility operations.
- Manage program data in computerized systems such as Excel and online web applications.
- Other duties as assigned.
Our Ideal Candidate Will Have:- Working knowledge of environmental regulations with the ability to interpret and implement environmental laws, ordinances, and regulations for application to a variety of audiences.
- Basic knowledge of Construction and Demolition management.
- Demonstrated ability to research and develop program policies, procedures, correspondence, and technical reports.
- Demonstrated ability to communicate effectively and in a culturally competent manner with staff and customers from diverse backgrounds and cultures.
- Knowledge and experience in data collection, analysis, technical report writing, and maintaining accurate field records (written and photographic).
- Demonstrated experience at an intermediate level in one or more database or document management systems (Excel, Sharepoint, Envision Connect, Access).
- Working knowledge of field/office occupational and environmental hazards and worker safety procedures such as appropriate personal protective equipment (PPE) based on situational needs.
- Ability to apply principles of Equity and Social Justice in program operations and services.
- Ability to successfully manage multiple work assignments with competing priorities.
- Strong verbal and written communication skills with a variety of audiences.
- Conflict resolution skills.
- Safe driving skills.
The Most Competitive Candidate Will Also Have:- Bachelor's degree in environmental studies, construction management, law enforcement, or other related courses of study.
- Law enforcement or code compliance enforcement experience.
- Intermediate project management experience.
- Experience in managing budgets, grants, and contracts.
Supplemental Information:
This position may require:- Ability to use appropriate personal protection equipment (PPE) such as wearing protective clothing or apparatus for working in environments which may include exposure to toxic or hazardous substances.
- Ability to perform work duties both indoors in an office environment and in the field in a variety of physical and weather conditions that may include walking uneven terrain, working around heavy machinery, strong odors, dusts, and various types of wastes.
- Exposure to individuals from the public who are upset, angry, agitated, and sometimes hostile, requiring the use of conflict management and de-escalation skills.
- The incumbent to occasionally access or travel to a project work site outside of King County, including eastern Washington.
