DLS is looking for a skilled, knowledgeable, highly motivated, and enthusiastic team player to lead Contracts, Grants & Procurements for the Directors Office, and develop, implement, and oversee compliance with county and department contracting and procurement processes. This includes a portfolio of government funds with complex funding sources, including federal, state, and local funding, in various programs like our Participatory Budgeting Program, Alan Painter Community Service Area Grants Program, and our Economic Development Program grants.

The Contract & Grants Manager (Project/Program Manager III) is a professional classification that reports directly to the DLS External Relations Manager and plays a key role in developing and implementing efficient and effective procurement processes for local service programs across the DLS Directors Office. This new position does not have any direct reports but will work collaboratively with Director's Office administrative, project management, and finance staff, in addition to staff in Risk Management and the Prosecuting Attorney's Office. The desired candidate has significant expertise in government procurement, contract management, and experience with organizational change. The ideal candidate will also prioritize social justice and equity and will commit to creating forward progress in supporting the population of unincorporated King County.

Job Duties



Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Support the preparation and implementation of competitive solicitations, including creating new procurement or contracting methods; coordinates public pre-bid/pre-proposal meetings; opens submittals and assures compliance with bid or proposal requirements.
  • Execute contracts and contract amendments on a regular basis with the support of DLS project managers. This may include negotiating scopes of work, helping partners provide needed documentation for contract execution (i.e. proof of insurance), and helping to ensure contracts are executed in a timely fashion.
  • Work with the fiscal team on monitoring partners for fiscal compliance with County policies.
  • Process invoices and required reports and ensure that partners are meeting their contracted outcomes with support of project managers.
  • Review, draft, and advise program staff on all terms and conditions.
  • Work with Prosecuting Attorney, Risk Management, and Procurement to cooperatively resolve contract and procurement issues, and to maintain contract templates.
  • Work with project managers to edit solicitation scopes of work, technical specifications, and other solicitation/contract documents for clarity and consistency
  • Coordinate program, finance, and administrative teams to support solicitation, contract, and monitoring processes.
  • Generate monthly and quarterly grant expenditure reports across award portfolios. Coordinate expenditure forecasting, monitor award burn down and coordination expenditure reconciliation for carryforward requests.
  • Provide technical assistance to partners as needed and ensure that providers are submitting timely invoices and meeting their reporting requirements (This maybe working with TA consultant or direct assistance)
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's Degree in Public Administration or related field and/or an equivalent combination of education and experience; Education may be substituted for experience that demonstrates ability to meet the job duties listed above;
  • Recent experience with contract management and/or monitoring with a proven ability to support contracted partners and ensure they are successful. Recent is defined as within the last five years;
  • Demonstrated high-level professional communication skills, both written and verbal;
  • Ability to collaborate and build consensus across diverse partners and community members;
  • Experience in negotiating terms of contracts or similar formal agreements;
  • Ability to multi-task and work in stressful situations involving changing deadlines and expectations;
  • Demonstrated experience with assisting in the development of Requests for Proposals;
  • Demonstrated ability to work independently and as a member of a team;
  • Demonstrated professional level organizational skills;
  • Strong ability to develop formal written reports for professional and community audiences;
  • Demonstrated ability to develop and maintain collaborative partnerships with stakeholders;
  • Working knowledge of Microsoft Office Suite and the Internet;
  • Valid Washington State Driver's License, or the ability to travel around the county in a timely manner;

  • Knowledge of equity, racial, and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations.
  • Experience interpreting and applying local, state and federal laws and regulations.
  • Experience working collaboratively on a team.
  • Experience working with disadvantaged and communities of color.
