The Health Care for the Homeless Network (HCHN) unit within Public Health Seattle and King County is looking to hire a Term-Limited Temporary (TLT Project Program Manager III. (Contract Monitor Health Care for the Homeless Network)

Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for eighteen months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.  

This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.
Health Care for the Homeless Network (HCHN) contracts with 12+ community-based agencies to provide medical, mental health, substance use disorder, and case management services to vulnerable homeless individuals and families in Seattle and King County. Services are provided in shelters, day centers, on the street, and in other locations where homeless people congregate. HCHN also operates the Mobile Medical Program, with 3 field-based teams providing health care to people experiencing homelessness.  

As a member of the Health Care for the Homeless Network (HCHN) team, this position will be responsible for a variety of contract development and monitoring duties, for approximately 20 contracts in close collaboration with the Contracts Manager and other HCHN staff and external stakeholders. The primary purpose of this position is to carry out contracting duties for the HCHN program's partnerships that deliver health related services in homeless sites, especially as the program expands to meet increased community need.  Other duties include reporting, invoice review and approval, working toward more equitable contracting practices, and providing technical assistance and program support to homeless contracted health care service providers.

 This full-time Term-Limited Temporary position is open to all qualified applicants.
Work Location: 

Downtown Seattle, Chinook Building, 401 5th Avenue, Suite 1000, Seattle, WA, 98104, and other Public Health locations as needed. The position will primarily work remotely through approximately November 2021.

The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Work Schedule: 

The normal work week is Monday through Friday, 8 am – 5 pm. This position is exempt from the Fair Labor Standards Act and is not overtime eligible.

Job Duties

  • Develop service contracts with agencies funded to provide homeless health care services, working closely with the Contracts Manager. Specific aspects include: developing scopes of work, project budgets and contract exhibits and tracking contracting process to ensure timely execution. 
  • Investigating or supporting opportunities for improving equity in the contract development and contract monitoring practices in conjunction with HCHN staff, contractors and other teams within the CHS Division.
  • Monitor contracted work including tracking changes in service hours and staff at contracted sites, conducting regular desk monitoring and on-site monitoring visits to provide technical assistance and assure compliance with terms of contracts; and producing quarterly and annual progress reports for funders and other stakeholders. Includes contracts with area hospitals for pass through funds supporting the Medical Respite program.
  • Provide technical assistance to agencies as needed and ensure they are submitting timely and complete invoices.   Review programmatic aspects of contracted expenditure invoices and highlight any missing or inadequate documentation, and coordinate with staff conducting fiscal review of invoices to request needed follow-up. Position will also work closely with HCHN finance lead in monitoring subcontractor invoices and providing technical support to subcontractors relevant to billing requirements of their contract.
  • Work with Contracts Manager and other program staff to cultivate and strengthen partnerships to ensure maintenance and expansion of health services to people living homeless, while simultaneously ensuring compliance in contracted work. Provide technical assistance to partners to support contract compliance and program quality in delivery of homeless health care services via interdisciplinary teams. This includes: developing templates for memorandums of agreement and other tools to assure effective inter-agency operations and communication for services provided in homeless service sites.
  • Conduct other general planning and analysis duties in the HCHN program, as assigned. Typical projects include but are not limited to: preparing project descriptions, updates and presentations on homeless health care issues; conducting research and analyses to inform program design and promote improvements. May assist with coordination of New Provider Orientations and other trainings, Requests for Proposals (RFP's) for contracted services, community needs assessment efforts, and with grant applications developed on behalf of HCHN. 
  • Other program duties as assigned. 

Experience, Qualifications, Knowledge, Skills

  • Knowledge of equity and social justice principles and practices and their application in work environments.
  • Knowledge of and experience in preparing and monitoring service contracts for the delivery of community-based services. 
  • Must be approachable and relatable, an effective listener, able to gain trust easily, and be able to maintain discretion when sensitive subjects are raised.
  • Demonstrated experience gathering, analyzing, and presenting program related information.
  • Knowledge of models of health care delivery shown to be effective in improving access to care and health outcomes for homeless and formerly homeless people. 
  • Knowledge of service systems serving homeless people including health programs, shelters, day centers, transitional housing, and supportive housing/housing first agencies. 
  • Excellent verbal and written communication skills. 
  • Demonstrated ability to collaborate effectively with diverse individuals, teams, committees, and organizations such as homeless shelter and housing agencies, health care centers, and mental health and substance abuse service agencies. 
  • Demonstrated ability to work independently and as a member of a team. 
  • Demonstrated experience developing and monitoring project budgets. 
  • Demonstrated proficiency in, Microsoft Excel and Word 
Desirable Qualifications: 
  • Three or more years' experience (or equivalent) working in homeless services or programs focused on other vulnerable populations.
