Contract Specialist 2 - Special Duty

This recruitment is to fill a Short-Term Special Duty anticipated to end October 2021. It is only open to King County employee who have passed their initial probation.
This position will interface with team members, business owners, contractors, county project staff and others to assist in the administration of the King County Contracting Opportunities Program, the Apprenticeship Program, Small Contractor and Supplier certification services and outreach, and related federal Disadvantage Business Enterprise programs.

The Business Development and Contract Compliance (BDCC) office aims to increase the participation of Small Contractors and Suppliers, Small Business Enterprises (SBE) and the Disadvantaged Business Enterprises, Minority and Women owned Business Enterprises in the county’s contracting opportunities and the workforce of its contractors through its Apprenticeship and Priority Hire programs.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
- Monitor contractor compliance with federal, state, and local program requirements, rules, and regulations. Monitor contractor performance in meeting contract, review monthly reports from contractors; conduct meetings with county staff and contractors as necessary to resolve compliance concerns with contract requirements.
- Develop and review contract language for inclusion in county solicitations.
- Review bids/proposals/protests to evaluate contractors' compliance with requirements for small and disadvantaged business concerns and workforce requirements.
- Participate in business development and outreach efforts to support small business participation in county contracts.
- Maintain accurate and current electronic contract files using an online database to ensure audit accountability. Perform data entry to track and report utilization statistics to prepare and assist in the collection of contract data and the development of reports.
- Conduct presentations regarding programs, contract provisions and reporting requirements at pre-bid/pre-proposal, bid evaluation, and pre-construction conferences.
- Communicate effectively with internal and external customers and stakeholders to provide assistance to ensure compliance with grant and contact provisions.
Minimum Qualifications:- Demonstrated knowledge of contract administration and federal, state, and local laws, regulations and requirements pertaining to Equal Employment Opportunities, Small Disadvantage Business Enterprise programs, and non-discrimination and EEO policies
- Experience and or knowledge of procurement theory, principles, and practices; contract development; and contract negotiations
- Strong communication, interpersonal, writing and customer service skills
- Ability to perform research, analyze and solve problems
- Ability to work individually and collaboratively as a team member
- Ability to think differently, are eager to try new things and challenge yourself to improve processes
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
- Ability to uphold our Division’s values
- Ability to work in a remote work environment
We would love it if you have:- Public procurement experience
- Experience with LEAN processes and principles
- Experience with SharePoint, MS Teams, and other collaborative online tools

Other Position Information:
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible. This position is represented by a union.
Teleworking Requirement
The work associated with this position will be performed remotely in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
