Contract Specialist 3 (Lead)
- Summary
The Procurement & Payable Section of King County's Finance and Business Operations Division is seeking a Contract Specialist 3 (Lead). We are looking for enthusiastic, forward thinking, agile, and customer service driven employee to add to our great team. This position is one of two Leads on a team that facilitates and manages multi-step goods and services procurement processes.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:- Lead Procurement staff in establishing and administering contracts for agency use, which includes:
- Distributing and overseeing workload
- Resolving contract and procurement issues
- Providing training to staff and customers
- Leading business process improvement projects
- Coaching, mentoring and leading staff to high levels of professional development, productivity, and performance, and
- Participating in performance evaluations
- Interact closely with agency staff throughout King County, and work with suppliers and contractors to ensure that county business is conducted openly, inclusively, and provides the best value
- Develop alternative contracting methods and develop appropriate procurement and contract documents
- Exercise independent judgment and initiative when working on issues where established guidelines or procedures may not exist
- Determine bidding requirements, selection criteria and general terms and conditions
- Develop scope of work and specifications with clients
- Prepare contract terms and conditions for execution
- Facilitate contract negotiations
- Hold evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff
- Support spend analysis and benchmarking for best practices at the category level
- Support proactive procurement forecasting in conjunction with our agencies
- Ensure compliance with applicable laws, regulations, contract terms, policies, and procedures
- Have critical thinking skills and bring techniques to reduce waste and increase efficiency
- Competitive procurement solicitations, contracting and vendor management experience OR Supply Chain Management degree
- Advanced understanding of contract law, regulations, procurement methods, industry principles and best practices
- Experience in leading teams in a culture of continuous business process improvement, including monitoring daily work production, resolving difficult and unusual situations, mentoring, coaching and training
- Experience conducting procurement processes including the preparation of complex requests for proposals and invitations to bid and review of bid tabulation and vendor selection
- Experience reducing cycle times while maintaining a high level of customer service and compliance
- Experience analyzing trends in product and service sourcing, contract spend and identifying and implementing new contract requirements
- Experience leading staff in sourcing contracts through a wide range of commodities, thorough knowledge of using and establishing cooperative contracts
- Experience facilitating proposal evaluations on complex procurements
- Experience leading contract negotiations
- Proficient using current MS Office Productivity tools
- Ability to manage your time and adapt to changing priorities, manage multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
- Ability to uphold our values and work in a remote environment
- Oracle EBS and/or Oracle procurement Cloud or related experience utilizing procurement technology
- Procurement Certification(s) such as CPPB (Certified Professional Public Buyer), CPSM (Certified Professional in Supply Management) and/or CPSD (Certified Professional in Supplier Diversity)
- Experience with LEAN processes and principles (A Kaizen mindset)
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday through Friday. This position is represented by Teamsters Local 117.
The work associated with this position will be primarily performed remotely with days in the office as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
