Summary

Public Health Contract Specialist II's are part of a team of centralized contract experts in the Contracts, Procurement and Real Estate Services Section of Public Health. This position is responsible for managing the review and/or development, technical quality assurance, and approvals of accounts receivable, accounts payable, and professional and medical consultant contracts as well as the development of Requests for Proposals/Qualifications and bids, Memoranda of Understanding, Inter-Local Agreements and other binding and non-binding agreements and contracts for one or more Public Health Divisions and programs.
This posting may be used to fill a term limited-temporary (TLT) or special duty assignment through December 31, 2023, unless extended or terminated prior to this time.

This recruitment is for one (1) Career Service position and two (2) Term Limited Temporary (TLT) or Special Duty Assignments (SDAs):
  • A TLT or SDA anticipated to last one year. This position is eligible to participate in Benefits and PERS- the Public Employees' Retirement System.
  • A TLT or SDA anticipated to last 1-2 years. This position is eligible to participate in Benefits and may be eligible to participate in PERS."

WORK SCHEDULE: The individual selected for this position will have a flexible work schedule typically between the hours 8:00 a.m. to 5:00 p.m. Monday through Friday and be capable of telecommuting with computer equipment provided by King County.

Telecommuting:
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
  • Performs or participates in the development, negotiation and completion of contracts and agreements with community agencies, municipalities, universities, medical institutions and individual consultants and practitioners.
  • Provides technical assistance to division and programs in the development of bids and Requests for Proposals.
  • Reviews all contract language for compliance with Public Health/County required terms and conditions and funder requirements.
  • Advises internal and external colleagues and customers on contract requirements and tracks completion of all compliance documentation.
  • Provides ongoing training to divisional and program staff to insure contemporary contracts negotiations and development.
  • Problem solves special, difficult and/or politically sensitive compliance issues and work with internal and external colleagues and customers to craft solutions.
  • Work directly with staff of other county departments including the Office of the Prosecuting Attorney, Risk Management and Finance and Business Operations to craft and implement contract requirements.
  • Prepare contract data reports for divisional and program use as well as contract operations reports to management.
  • Develop and/or refine specific contract exhibits to assist programs and to ensure that contract language is consistent with the department's strategic and business plans.
  • Assist in the development of Public Health training materials and other training and technical assistance materials including the Public Health webpage.
Experience, Qualifications, Knowledge, Skills
  • Ability to prepare and review complex contract documents and financial reports.
  • Knowledge of contract and procurement principles.
  • Skilled in negotiation and solution focused problem solving with departmental colleagues, other King County representatives and contracted parties.
  • Experience working with a contract management database to assist in workload management.
  • Intermediate level skills in Microsoft Word and Excel.
  • Skilled in contract management including having an understanding of technical issues related to liability, enforcing contract terms, developing legal exhibits, and legal terminology related to contract development.
  • Knowledge and understanding of local, state, and federal codes, statutes, regulations and law relevant to contract management.
  • Excellent technical writing skills. Skilled in evaluating and editing written documents.
  • Ability to work with a variety of highly skilled professional colleagues.
  • Possess a strong customer service focus.
  • Skilled in providing effective training and presentations to internal customers and the general community.
Desired Qualifications:
The most competitive candidates will have:
  • Bachelor's or Master's Degree in Business, Public Administration, Human Services, Public Health or related field OR Lived Experience 2-3 years.
  • Three years of professional experience in contract administration, budget management, planning, human services or public health administration.
  • Experience with public and/or government contracting.
  • Experience with Federal Emergency Management Agency requirements, federal Uniform Administrative Requirements, Cost Principles, and Audit Requirements - 2 CFR 200.
