Summary
King County Parks and Recreation Division has a special duty opportunity for a forward-thinking, detailed oriented Contract Specialist III who will supervise the Procurement and Contracts Capital Improvement Unit. This position is responsible for leading, overseeing and evaluating the work of others in the unit and ensuring consistency and compliance with established policies and procedures. This position requires expert judgement based on a firm foundation of contract experience and training. The Contract Specialist III will ensure the functioning of major capital projects, programs, and the provision of important public services through effective procurement and contracting activities.
This role will be involved in architectural, engineering, and construction contracting across the division's capital improvement program. It will research, prepare, and issue solicitation and contract documents, and liaise with internal and external stakeholders.

Duration: This Special Duty Assignment (SDA) is anticipated to be 12 months in duration.
Who is Eligible : This special duty assignment is open to current King County career service or appointed employees who have passed their initial probationary period.
Job Duties

The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work including, but not limited to:
- Provide technical expertise, advise on and process capital improvement project contracts including architectural, engineering, professional services, and construction that are politically sensitive and/or of high dollar value.
- Supervise, oversee, and evaluate the work of other members of the contracts unit and train division representatives on procurement code, policies, and procedures.
- Collaborate with project managers to define procurement requirements including appropriately aligned solicitation strategies; developing scopes of work and contract documents; analysis of bid documents for conformance with solicitation requirements; value and term of contracts; reference documents; and leadership for agency input.
- Review all contract documents including change orders and amendments for compliance with policy, procedure, and county processes. Approve contract documents for secondary review and signature .
- Participate in contract audits and work with division staff to mitigate risks and ensure that the division's technical, professional, and construction services contracting program complies with County policy and procedures and applicable laws and regulations.
- Serve as technical expert to review and advise on procurement issues, contract content, process and provide work order contract support to the Division's asset management program, and support preparation and administration of specialized grants.
- Propose, develop, and monitor equity and social justice initiatives through contracting vehicles by partnering with centralized County offices.
Required Qualifications:
- E xperience working in construction and architectural & engineering (A&E) contracting, including developing contracts and amendments, procuring, and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws, and regulations.
- Knowledge and experience with grants and contracts administration , including closeout , purchasing , and bidding practices.
- Excellent communication, interpersonal, and customer service skills, including the ability to work with all levels of management and staff across organizational lines and outside agencies.
- Demonstrated ability to lead a team effectively, including training and mentoring others.
- Intermediate level of technology proficiency using MS Office applications, SharePoint, and other collaborative online tools.
- Ability to identify and prioritize time sensitive matters and respond with a sense of urgency as needed, while adapting to changes in workload demands.
- Customer focus to build strong customer relationships and deliver customer-centric solutions.

Working Conditions:
- Work Location : This position is primarily teleworking and the King Street Center , 201 S. Jackson St., Seattle WA 98104.
- Work Hours : This full-time position works a 40-hour work week.
- FLSA Status : This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is not represented by a union.
