We have an exciting opportunity to Lead the Architectural & Engineering Contracts Procurement Team. This position is responsible for leading, overseeing and evaluating the work of the team, as well as providing expertise as a technical procurement specialist for major capital improvement projects involving architectural and engineering.

Primary Responsibilities: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:
- Lead procurement staff as a specialist in Architectural and Engineering contracts in establishing contracts for agency use, which includes:
- Distributing and overseeing workload
- Resolving contract and procurement issues
- Point of contact for agency collaboration on contracting needs
- Providing training to staff and customers
- Leading business process improvement projects
- Coaching, mentoring and leading staff to high levels of professional development, productivity and performance
- Analyze project requirements and determine the best method of procurement.
- Collaborate with project managers to define procurement requirements including proposed qualifications, value of the contract, term of contract, reference documents, and ensure proper contractual guidelines and policy procedures are followed in the procurement process.
- Determine applicability of requirements including, but not limited to Federal Transportation Administration, Federal Highway Administration, State Revolving Funds; suggest alternative contracting methods in compliance with state law such as GC/CM and Design Build.
- Research, prepare and issue solicitation and contract documents in accordance with County policies and procedures, federal and state laws.
- Support and/or lead contract negotiations as required.
- Analyze bid documents for conformance with solicitation requirements.
- Provide leadership and input to initial agency position on protests from unsuccessful bidders.
- Develop, review and edit boilerplate documents such as solicitations, contracts, letters, forms and manuals for inaccuracies and inconsistencies; research cited references to RCW, WAC or CFR to ensure references are current; and revise and write sections of boilerplate to reflect King County changes in procurement and contracting approach.
Minimum Qualifications include:- Experience performing in a staff and/or project lead role.
- Experience working in architectural and engineering contracting.
- Knowledge of public sector industry principles and practices including alternative public work procurement method.
- Knowledge of contracting laws, regulations, and best practices.
- Experience managing different opinions, facilitating discussion, resolving conflict, and finding resolution.
- Experience improving operations, decreasing cycle time, meeting deadlines, streamlining work process, and working cooperatively and jointly to provide quality seamless customer service.
- Strong negotiation and communication skills including writing, and training experience with a variety of audiences.
- Strong problem-solving, analytical, and investigative research skills.
- Intermediate level of proficiency using Microsoft Word, Excel, Outlook, SharePoint or equivalent program.
Desirable Qualifications:- Skilled content editor to ensure documents meet established standards.
- Experience in Oracle EBS and/or Oracle procurement Cloud.
Other Position Information: This position is not overtime-eligible. Our employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday. This position is not represented by a union.
The work associated with this position will mostly be performed remotely. Employees will be provided with a County issued laptop and must maintain a work space with an internet connection (requests for support may be considered) where they can reliably perform work and remain available and responsive during scheduled work hours.
Employees must reside in WA state and within a reasonable distance to their King County work site to respond to workplace reporting requirements.
