King County's Finance and Business Operations Division, Procurement & Payables section, is seeking to fill multiple Contract Specialist positions!

Our value stream begins with purposeful procurement planning, incorporates strategic sourcing, a streamlined solicitation process, and post award metrics to ensure that our contracts are delivering: quality, cost, delivery, and service we expect.   • Contract Specialist 3:
    Exempt, Salary: $103,834.64 - $131,616.37 annually
  • Contract Specialist 2:
    Exempt, Salary: $92.223.66 - $116,898.70 annually
  • Contract Specialist 1:
    Non-Exempt, Salary: $39.38 - $49.91 hourly
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  • Determine bidding requirements, selection criteria and general terms and conditions
  • Develop scope of work and specifications with clients
  • Prepare contract terms and conditions for execution
  • Facilitate contract negotiations
  • Hold evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff
  • Support spend analysis and benchmarking for best practices at the category level
  • Support proactive procurement forecasting in conjunction with our agencies
  • Ensure compliance with applicable laws, regulations, contract terms, policies, and procedures
  • Have critical thinking skills and bring techniques to reduce waste and increase efficiency

Minimum Qualifications:
  • Competitive procurement solicitations, contracting and vendor management experience OR Supply Chain Management degree
  • Basic understanding of contract law, regulations, procurement methods, industry principles and best practices
  • Ability to facilitate cross-functional discussions, resolve conflicts, and find resolutions
  • Strong communication, interpersonal, writing and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to work with people from diverse backgrounds.
We would love it if you have:
  • Oracle EBS and/or Oracle procurement Cloud or related experience utilizing procurement technology
  • Procurement Certification(s): Such as CPPB (Certified Professional Public Buyer), CPSM (Certified Professional in Supply Management), CPSD (Certified Professional in Supplier Diversity), Associate DBIA (Design-Build Professional) and/or Associate Design-Build Professional (Assoc. DBIA) or other relevant certifications
  • Experience with LEAN processes and principles
  • Experience with soliciting for or negotiating Information Technology contracts
  • Experience with SharePoint, MS Teams and other collaborative online tools

The Finance and Business Operations Division's mission is to provide exceptional customer value for accounting, procurement, treasury, and small business services. We are actively seeking employees whose behavior is in alignment with our division's core values.

Other Position Information:
Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. These positions are represented by Teamsters 117.

The work associated with this position will primarily be remote.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
