The Department of Natural Resources and Parks is at the forefront of the County's environmental mission in safeguarding the region's natural resources through its various divisions. The Solid Waste Division is currently investing resources in developing cutting-edge solutions to the challenge of refuse management within a context of an increasing population and the opportunity that comes with an environmentally sustainable outlook. The Contracts Unit serves the Solid Waste Division to achieve its goals by facilitating partnerships with multiple stakeholders.
This position will primarily be conducted remotely from home and allows a flexible schedule that facilitates work/life balance. You will benefit from involvement in a variety of projects and will have access to excellent training opportunities. The selected candidate will be involved in processing new and active contracts of all varieties. Additionally, the candidate will be responsible for carrying out various project cost control and standardization projects.
This role will expose the candidate to the various contracts available to County agencies. The successful candidate will, by the nature of their ongoing responsibilities, gain highly sought-after and in-demand skills. Public contracting is an important part of local, state, and federal government operations. The opportunities are endless!
What You Will be Doing:
Work Schedule: This regular, full-time position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This position generally works a 40-hour work week, Monday through Friday.

What You Will be Doing:
- Provide direction and training to County staff concerning contracting procedures
- Research procurement options and develop compliance procedures
- Assist in the development of contract change orders and amendments
- Support contract solicitation operations
- Partner with County's centralized contracting office to develop agency contract solicitations.
- Serve as a technical expert to review and advise on the contract content and process.
- Develop contracting systems, including manuals and other guidance documents to assist Division Project Managers and management.
- Oversee the development of team template library systems.
- Participate in contract audits by facilitating reviews and coordinating between auditors and project personnel.
- As appropriate, assist project staff with scopes of work, solicitation strategy, and selection process, including negotiations.
- A minimum of five (5) years of progressively responsible experience in contracting, including developing contracts and amendments, procuring and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws, and regulations.
- At least 5 years of experience supporting contracting operations
- Knowledge of procurement practices in the public sector.
- Excellent written and oral communication skills, including presentations to groups.
- Analytical and research skills; skills in problem-solving, conflict resolution, and decision-making.
- Strong organizational skills and demonstrated ability to multitask and to produce quality products and services while under the pressure of multiple deadlines.
- Knowledge of contract management administrative systems, i.e., document filing and/or databases
- Ability to communicate contracting requirements to staff and management through training and preparation of written material which may be used in manuals or on internet pages.
- Excellent customer service and people management skills, including the ability to work with all levels of management and staff across organizational lines and outside agencies under challenging conditions.
