Court Operations Manager II - Civil Division
- Summary
The responsibilities of this position include managing the Civil Division of Court Operations, providing planning and oversight and analysis for civil case management. The incumbent is responsible for managing the operations and staffing of the courts including Ex Parte, Arbitration, bailiff coverage, court reporter staffing, and civil case coordination. The incumbent is the primary administrative staffer for the coordination of building-wide issues related to the Maleng Regional Justice Center (MRJC). The incumbent provides support in the areas of budget, emergency planning and law, safety and justice issues, and participates in labor contract negotiations. The incumbent supervises staff directly and through subordinate supervisors.

Work location: This position is primarily located at the Maleng Regional Justice Center, 401 4th Avenue, in Kent. The incumbent may be required to work at other Superior Court locations.
Work Schedule and Terms: This is full-time position. The Court’s business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. Work hours for this position may vary, including early mornings, evenings and weekends as needed. This position is exempt from the overtime provisions of the Fair Labor Standards Act and is not overtime-eligible.

- Job Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are not intended to represent the entire functional capacity of the position at the task level.
- Manage the operations and staffing of the division. Coordinate and trouble shoot building-wide issues at the MRJC for Superior Court with key staff from other tenant departments or agencies. Facilitate communication with other agencies and act as division or department representative on interdepartmental committees and work groups. Prepare and facilitate emergency planning sessions for court personnel, participate in emergency operations exercises.
- Work directly with the Chief MRJC Judge, providing support to determine site-specific policies and procedures. Act as a liaison and administrative support for the MRJC Chief Judge in determining building logistics, processes and best practices.
- Recruit, select, train, and supervise staff. Evaluate staff performance and provide coaching, feedback, and corrective action for performance issues. Interpret policies and procedures, resolve conflicts. Routinely review staff work procedures and work products. Respond to staff concerns, questions, and complaints.
- Identify process improvement strategies and new system functions for case management technologies. Provide business requirements for process improvements and system enhancements. Evaluate business process changes to identify and document business impacts and benefits. Communicate with stakeholders on system processes, applications, and modifications.
- Develop and recommend court policy for consideration in response to changing legislation, court rulings, developing technology and needs of judges. Implement operational policy supporting efficient administration of all aspects of civil cases. Assess, analyze, and interpret division procedure and policies, and identify issues or problems. Determine course of action considering court rules and court policy; design and formulate solutions to respond to problems.
- Manage a variety of large-scale court-related projects. Establish and enforce timelines, chair meetings; prepare and present status reports, final product reports or demonstrations; mediate group conflicts; act as client liaison.
- May serve as Director of Court Operations in the Director’s absence.
- Perform other duties of a similar nature and level.
- Experience, Qualifications, Knowledge, Skills
Bachelor’s degree in public or business administration or a related field with five years’ experience in operational work and progressively increasing supervisory responsibilities or Master’s degree in public or business administration or a related field with three years' experience in operations and analytical work and progressively increasing supervisory responsibilities; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Also required are the following:
Knowledge of management theories and practices; court system, policies, and practices; application of court rules and procedures; customer service and quality management; budgetary policies and procedures; interviewing and hiring techniques; local court rules, court proceedings and processes.
Excellent oral and written communication skills. Able to apply effective interpersonal skills. Able to problem solve and apply conflict resolution techniques. Skill in investigating operational issues and developing formal recommendations. Skill in working with diverse populations and/or emotional situations with cultural sensitivity.
Able to analyze, organize and prioritize work; adapt to changes in workload demands; multi-task and follow through. Able to conduct research on a specific work assignment. Knowledge of ability to apply problem solving and conflict resolution techniques. Skills in problem identification, investigation, and resolution; working in a high-pressure environment; organizing work, workload planning and scheduling; directing and monitoring programs/projects.
Ability to use computer programs related to court processes and tracking of case information.- Supplemental Information
Special requirements: The ability to reliably travel throughout the county is required. Finalists are subject to the Washington State Patrol criminal background check and a reference check. Criminal background records are not automatically disqualifying.
