This position oversees the planning, implementation, and evaluation of the roll out of COVID-19 vaccines within the homeless population. The position is responsible for the strategic development of the approach, staffing, and resources needed to ensure we can meet the needs of those experiencing homelessness. The individual will also serve as a subject matter experts, working with staff within and across departments in King County, with external homeless service providers, healthcare providers, and other community organizations to provide information and guidance on the roll-out of the COVID-19 vaccine for the homeless population.

Lead COVID-19 vaccine planning and operations for those experiencing homelessness
- Assess the demand and define the approach for delivery and administration of COVID-19 vaccines for those experiencing homelessness in King County in consultation with subject matter experts, healthcare providers, community partners, and those with lived experience of homelessness.
- Ensure the COVID-19 vaccine program for those experiencing homelessness is well-aligned and integrated with other services within Public Health – Seattle & King County and in the community, specifically within the Health Care for Homeless Network program.
- Partner with healthcare providers to ensure equitable and coordinated delivery of vaccines to those experiencing homelessness in both sheltered and unsheltered settings.
- Manage partnerships with key external institutions such as pharmacy or nursing student programs to coordinate deployment of vaccinators and with key internal programs to shift staffing to vaccine program implementation as appropriate.
- Develop and track the budget for the planning and delivery of the COVID-19 vaccine program for the homeless population.
- Scope the staffing needs required to execute on plans, including defining roles and responsibilities for new positions, executing equitable hiring processes, and supporting training. Provide direct supervision of a multidisciplinary team of professional and support staff as needed.
Partner with internal and external stakeholders on guidance, education, and outreach- Collaborate with Public Health Prevention division and HMAC to stay informed of and share the latest policy, clinical, and technical considerations for the storage and administration of COVID-19 vaccines.
- Partner with homeless service providers, operating agencies, and outreach partners to provide guidance, education, and outreach to staff, residents, and those living unsheltered in alignment with community needs and cultural considerations to ensure access to and trust in vaccination.
Track and evaluate the roll-out of COVID-19 vaccines amongst those experiencing homelessness- Develop and track indicators to ensure the equitable distribution of COVID-19 vaccines.
- Monitor vaccine roll-out for continuous assessment and adjustment of approach to enhance uptake of vaccines based on input from those experiencing homelessness and key partners.
- Ensure system readiness to track and report on COVID-19 vaccine administration as required at the local, state, and national levels.

- Demonstrated commitment to racial and social justice and the opportunity to promote healing and resilience in clients and communities who are underserved, marginalized and/or traumatized.
- Knowledge of the health issues that intersect with homelessness and the services, agencies, and systems that address the health needs of homeless populations.
- Demonstrated effective leadership; one who can assess situations quickly and who views conflict as an opportunity to find common ground and generate cooperation between individuals and agencies.
- Demonstrated experience in a supervisory role.
- Demonstrated program development skills, including the ability to set, monitor, and achieve strategic and operational objectives; analyze root causes; create and use workplans; prioritize and manage multiple tasks simultaneously on tight timelines; delegate work to team members; implement of feedback mechanisms to monitor performance.
- Demonstrated ability to incorporate principles of equity and social justice into program development and implementation.
- Strong written and verbal communication skills, including presenting complex information tailored to the needs and considerations of those experiencing homelessness

Work Location:
Chinook Building located at 401 5th Avenue, WA 98104 Must be able to travel to sites periodically to meet with clinical teams. Staff will be also required to telecommute.
Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
