The Health Care for the Homeless Network (HCHN) works with Public Health Centers and sites serving individuals living homeless and contracts with community-based agencies to provide medical, mental health, substance use disorder, and case management services to vulnerable individuals and families in Seattle and King County. Services are provided in clinics, shelters, day centers, on the street, and in other locations where homeless people congregate. Our Mobile Medical Program (MMP) serves clients with multiple mobile teams.
The COVID Homeless Testing Program Manager will lead planning, strategy and coordination for COVID testing done by Public Health’s Mobile Assessment Team (MAT), and by multiple community partners at the highest risk sites serving people experiencing homelessness. Testing activities are now shifting from reactive to proactive universal and routine testing at these sites including encampments, supportive housing, and shelter facilities. The position will work to implement and refine a system for testing site prioritization based on multiple elements of risk (age, race/ethnicity, access to hygiene facilities) at homeless sites.
The position will work in close collaboration with Public Health’s Communicable Disease/Epidemiology section where a designated lead will guide the selection of sites for both proactive and reactive testing needs. The position will also lead regular and ongoing coordination with more than 10 community partners to ensure broad coverage and standardized approaches for testing at homeless service sites across King County. The position will collaborate with the Mobile Assessment Team supervisor and the testing team.

JOB DUTIES:
Below are the primary job responsibilities for the testing coordination role:- Collaborate with colleagues in DCHS, HCHN and CD/Epi to establish and make adjustments to the homeless testing strategy.
- Convene testing partners on weekly calls.
- Facilitate coordination via a SharePoint Teams site, email and phone.
- Maintain a shared reactive and proactive testing schedule.
- Assign partners to test proactively at specific homeless service sites.
- Liaison between CD/Epi, MAT, and testing partners to assign reactive testing events at homeless service sites.
- Assuring alignment with CD/Epi as the practice of COVID testing evolves clinically, and adapting it to people living homeless, along with testing partners.
REQUIRED QUALIFICATIONS:- Knowledge of care delivery to individuals experiencing homelessness and/or other vulnerable population.
- Knowledge of public health interventions such as testing and surveillance.
- Knowledge of the causes and dynamics of homelessness.
- Demonstrated skill and experience in community organization and coalition-building strategies and techniques.
- Demonstrated experience and skill in multicultural and interdisciplinary coalition building.
- Demonstrated ability to communicate and maintain working relationships with diverse populations; facilitate discussion and consensus; make public presentations.
- Demonstrated commitment to principles of equity and social justice, and experience in advancing racial equity.
- Demonstrated experience in designing and implementing cross-agency, cross-sector projects.
- Knowledge of best practices for improving access to and engagement in care for chronic health conditions and related social problems for people experiencing homelessness, including trauma-informed care, harm reduction, and motivational interviewing.
WHO MAY APPLY: This Special Duty Assignment (SDA) / Term Limited Temporary (TLT) position is open to all qualified applicants. To be considered for SDA, you must be a current King County Career Service employee who has successfully passed probation. The duration of this opportunity is expected to last one year.
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime-eligible. The hours of work are Monday to Friday, 8 a.m. to 5 p.m. with some work outside these hours.
