Within DCHS, the Behavioral Health and Recovery Division (BHRD) administers an array of public behavioral health and substance abuse treatment, prevention, crisis response, and social services supporting people with behavioral health conditions in pursuing recovery. BHRD is looking for a Crisis Care Center Facility Development Project Manager, Project/Program Manager III to support the procurement, compliance, and implementation of resources dedicated to fulfilling strategies one and two of the Crisis Care Center Levy (CCC-L) .
The Crisis Care Center Facility Development Project Manager will report to the Behavioral Health Facility Development Manager (Special Projects Manager II) and support the implementation of $368 million in capital funding, including facilitation of competitive procurement processes in alignment with the overall goals of CCC-L capital investments and strategies. This position will oversee management of levy funds, including scope change, resource allocation and shifts in priorities to accommodate evolving needs of residential continuum. This position will require strong organizational and communication skills to create and maintain partner communication with community and internal BHRD colleagues to review progress and coordinate alignment of capital needs within the residential continuum partnerships. This position will work closely with Hospital and Mental Health Residential section to ensure clinical programming aligns with capital development needs to support the creation of more residential beds in King County.

Job Duties
- Responsible for supporting $368M Crisis Care Center Levy Capital funds.
- Facilitate competitive procurement processes, resulting in an increase in residential beds within the King County behavioral health network.
- Oversee management of levy funds, including scope change, resource allocation and shifts in priorities to accommodate evolving needs of residential continuum.
- Establish and adhere to capital development timelines and milestones as required in the CCC-L Implementation Plan.
- Ensure compliance of RFx requirements.
- Define and implement program- level quality standards, processes, and metrics to ensure compliance of CCC-L Implementation Plan.
- Oversight of capital contract amendments and approvals.
- Convene regular meetings, including partner communication with community meetings to review progress and coordinate alignment of capital needs within the residential continuum.
- Coordinate/and or provide systemwide training and support to assure high fidelity residential services are provided.
- Work with community providers and internal partners regarding technical assistance and consultation related to the scope of work.
- Prepare and deliver regular status reports, dashboards, and presentations to leadership.
- Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
- At least three years of experience in program management, grant management, or public administration OR an equivalent combination of experience and education that provides the required knowledge, skills, and abilities to successfully perform the work.
- Strong organizational skills, ability to manage multiple projects, ability to prioritize tasks and meet deadlines, strong attention to details.
- Excellent written and oral communication skills, including presentation and public speaking; ability to present complicated issues in an accessible manner to diverse audiences.
- Ability to work independently with minimal supervision including effectively managing time to work on multiple tasks in a high pressure/deadline driven environment, and to adapt to changes in workload demand and priorities.
- Ability to work with other BHRD sections to perform monthly budget monitoring and expenditure tracking.
- Working knowledge Adobe, Microsoft Office applications, including Excel, Publisher, PowerPoint, Outlook email, and web-based applications.
- Demonstrated success in creating and contributing to an environment that fosters open communication, teamwork and a commitment to service excellence, a culture of learning and continuous improvement.
- Demonstrated commitment to Equity and Social Justice principles and practices with a deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy & systems-based inequities on marginalized communities and populations.
- Strategic problem-solving skills: ability to anticipate future challenges/opportunities and integrate into analysis, design, and implementation when addressing current problems.
- Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
- Knowledge of behavioral health recovery principles and practices and knowledge of behavioral health and social service continuums through professional or lived experiences.
- This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - The work associated with this position will be performed or conducted through a combination of teleworking, onsite and on the field work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
