Th e Crisis Care Centers (CCC) Levy will create a countywide network of five crisis care centers, restore the number of residential treatment beds in the region, and invest in the recruitment and retention of the community behavioral health workforce. The proposal funds the plan through a nine-year property tax levy to treat immediate crisis and support long-term recovery and well-being.
The CCC Levy proposes to invest in urgent care needs to transform an aging system and restore a path to recovery. The proposal responds to continued closures, reduced capacity, and significant gaps of behavioral health resources.
The CCC Levy will be managed by the Department of Community and Human Services (DCHS). We are seeking an enthusiastic, creative, and effective finance professional to lead all financial activities associated with the implementation plan development and commencement of the Levy. The CCC Finance Manager reports to the DCHS Finance Controller and works closely with the CCC Program Implementation Team in developing a robust budget and program implementation plan to ensure delivery of the CCC Levy.
This recruitment is to fill one Term-Limited Temporary (TLT) position. The Term-Limited Temporary position is anticipated to end 12-months (one year) after the start date. If filled by a King County Career Service employee who has passed their initial probation, the position will be filled as a Special Duty Assignment (SDA).

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Manage the development of the revenue and capital and operations expense levy models.
- Forecast revenue scenarios and identify creative solutions to address program and delivery goals.
- Engage closely with the CCC Levy Implementation Team to set priorities and goals and track progress of implementation planning.
- Partner with Behavioral Health Finance Manager to ensure CCC deliverables can effectively integrate into the Behavioral Health financial operations structure.
- Develop financial infrastructure to ensure organization of data, accurate and timely management of accounting activities, and adherence to audit requirements.
- Prepare and give presentations to senior leadership on budget and implementation plan progress, status, and responses to identified issues and risks.
- DCHS Finance section expert on the intricacies of the levy financial model, variables affecting the consistency of the model in future years, and economic factors influencing future revenue collections.
- Lead necessary processes with the County Budget Office to ensure CCC Levy Fund is represented in County Code, including development of new fund ordinance and budget appropriations.
- Collaborate with DCHS Finance peers to coordinate, interpret and implement federal, state, county and local laws, policies and procedures primarily related to Medicaid and insurance funding associated with the Levy.
- Core member of the DCHS BHRD Finance leadership team, providing strategic direction and leadership to the work unit.
- Exceptional communicator in written, verbal and presentation forms, particularly with the ability to clearly explain very complex financial information.
- Assist with department-wide financial management as needed.
- Perform other duties as assigned.
- Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience
- Enthusiastic with proven positive track record in dealing with and communicating with multiple stakeholders
- Advanced knowledge of budgeting, finance, managerial and financial accounting
- Advanced knowledge of analytical and management systems
- Advanced knowledge of financial information systems
- Knowledge and experience with Generally Accepted Accounting Principles (GAAP)
- Knowledge of contract administration
- Knowledge of human service programs, funding sources, policies, and requirements
- Excellent communication skills, both verbal and written
- Experience processing and reconciling complex financial transactions
- Intermediate/advanced Microsoft Excel skills
- Master's degree in accounting, finance, business administration and/or equivalent education and experience
- Knowledge of county programs, funding sources, policies, and requirements
- Experience with mental health/behavioral health industry
- Experience with Oracle/EBS, Hyperion, Oracle, and Tableau reporting systems
